REPORTING TO: Senior Manager- Credit Support and Monitoring.
JOB PURPOSE: Reporting to the Senior Manager- Credit Support & Monitoring, the role holder will be responsible for carrying out valuations and rendering quick and accurate professional property-related advice, opinion, expertise, and information to the Bank on/of Bank properties as well as those offered as collateral security in line with laid down controls and procedures and per Bank policies and Prudential Guidelines issued by the Central Bank and any other relevant regulatory requirements.
LOCATION: Kampala
KEY ACCOUNTABILITIES:
• To provide expert and tailored advice on a mixed portfolio of commercial and residential properties, including capital and rental valuations of industrial, retail, office, investment, and development properties.
• Provide a second opinion on valuation reports received from external valuers. Manage the property valuation process and ensure quality delivery of work.
• Expedite valuation of selected properties presented/proposed as security particularly specialized, high value, urgent and complex properties and property/projects under recovery and advice of their value (i.e. Market Value, forced sale value, and Insurance value), marketability and its suitability as collateral security.
• Analysis and actioning of reports by ensuring that all required reports are appropriately compiled, with the required analysis and interpretation of the information being represented, thereby adopting appropriate interventions/strategies in line with meeting the required Business Objectives.
• Improve the Bank’s quality of assets held as security through validation of the status of the Bank’s owned properties by performing periodic property inspections and assessments.
• Monitor the progress of ongoing bank-financed projects and recommend further disbursements.
• Evaluate and monitor ongoing development projects.
• Advise the Bank on major developments in the property market regularly. Maintain an up-to-date database of all valued properties.
• Valuation of collateral before liquidation per the Mortgage Act.
• Working closely with Credit Managers and Relationship Managers (RMs) to implement remedial plans by recommending appropriate actions for non-compliant customers.
• Periodically accompany RMs to client visits and/or meetings to address credit risk matters.
• Work closely with ESG officers to implement social governance acceptable standards.
• Establish, align, and manage target and budgeted goals whilst ensuring effective control of costs with service providers to increase cost efficiency.
• Foster and enhance good business relations with Internal Clients (other Business units), external clients and independent Valuation contractors to sustain and enhance the bank’s reputation in support of the high level of service required.
• Conduct industry-related research and development on an ongoing basis, to identify the latest market trends within the Property industry, that directly impact the Valuation Business, by conducting market analysis/research and development, thus the Business Unit remains competitively positioned in the industry.
QUALIFICATIONS, EXPERIENCE AND COMPETENCIES REQUIRED:
• Graduate/professional qualification in valuation surveying.
• At least 2 years post-registration working experience in the industry in a similar position.
• Sound knowledge of Banking processes and procedures.
• Duly registered surveyor (of Uganda) and holder of valid practising certificate.
• Self-drive, maturity and a high degree of integrity and professionalism.
• Good client and interpersonal relations.
• Good interpretation and decision-making ability.
• Ability to manage complex and multifaceted stakeholders.
• Effective communicator and influencer.
• Excellent negotiation and stakeholder management skills.
• Good planning and organizational skills.
• Excellent understanding of the Banking Act and prudential guidelines.
• Excellent knowledge of the Mortgage Act.
• Excellent knowledge of surveying and construction.
• Good knowledge of banking products and evolving credit risk management systems; and
• Good understanding of legal risks and laws applicable to Banking and Finance relating to lending and credit documentation.
