Position Overview:
The M&E Specialist (Engineering and Technical Support) is a member of the USAID’s Northern Uganda Development of Enhanced Local Governance, Infrastructure, and Livelihoods (NUDEIL) Project Implementation Team. This position will provide engineering support for resolution of technical issues. The M&E Specialist (Engineering and Technical Support) will take on and resolve issues related to engineering designs and the technical aspects of their implementation, while exercising judgement in escalating issues within defined practices and policies.
The M&E Specialist (Engineering and Technical Support) will work closely with Local Government Engineers and the designated Engineering and Architectural (A&E) firm to design, plan and oversee the construction and maintenance of buildings, roads, boreholes and other structures to be implemented by the project. He/she will primarily monitor, supervise and report on the design and construction phases of buildings, roads, boreholes and other structures to ensure structural safety, project integrity and value for money.
Responsibilities:
• Work closely with District Engineers and the A&E firm in preparing reports, designs and drawings.
• Interface with construction teams and Local Government Engineers to collect information needed for problem resolution while escalating issues within defined practices and policies.
• Develop the NUDEIL Environment Management and Mitigation Plan and ensure all activities implemented are in compliance with environmental regulations in line with the relevant NEMA Statutes.
• Act as Liaison person between the Ministry, the A&E firm and the District Engineers.
• Ensure appropriate construction materials are used.
• Provide technical advice and support during project implementation and problem resolution in order to address on site issues.
• Follow up plans and/or building regulations and approvals.
• Liaise with relevant professional staff such as architects.
• Monitor and inspect works being undertaken by contractors.
• Investigate problems and technical hitches, report all matters relating to structure construction and projects management to appropriate actors.
• Assist the MOLG Focal Person in preparing Quarterly, Annual and end of project reports and other relevant reports on project progress.
• Provide feedback to the MOLG Focal Person on project strategies and activities.
• Work closely with the M&E Specialist (Social Impact) to build implementing staff capacities in M&E.
• Perform other duties as required from time to time.
Requirements:
• At least an Honors Degree in Civil and Building Engineering or related field from a recognized university.
• A master’s degree is an added advantage.
• At least 5 years working experience in construction related fields.
• Ability to cooperate and to guide construction teams through mentoring and coaching.
• Must be registered with the Engineers Registration Board.
• Computer knowledge is a must.
