Job Summary:
The Human Resource and Administrative Officer will be providing support in the various Human Resource and Administrative Functions which include recruitment, staffing, training and development, performance monitoring, employee counseling and asset administration.

Key Duties and Responsibilities
• Interpret and advise on employment policies and labour laws.
• Plan and deliver training sessions including induction of staff.
• Prepare and oversee the implementation of Human Resource strategies, policies and programs/work plans.
• Establish and manage an efficient and effective, professional and sustainable Human Resource system.
• Prepare schedules of duties/job descriptions for all staff, constantly review them and update changes with changing needs.
• Update records of staff training and development programs.
• Ensure implementation of computerized human resources management infrastructure.
• Manage all industrial relations issues.
• Administer payroll.
• Maintain employee records.
• Ensure all job descriptions have effective Key Performance Indicators (KPIs) for easy performance monitoring and evaluation.
• Provide advice and assistance while conducting staff performance evaluations.
• Provide basic counseling to staff.
• Ensure effective management of office equipment.
• Ensure compliance with environmental, health and safety measures and regulations.
• Manage relevant service provider’s contracts and assessments of service level.
• Manage budgets of the Human Resource & Administration department.
• Perform any other duties as may be assigned by the supervisor from time to time.

Qualifications, Skills and Experience
The applicant must hold a Bachelor’s Degree in Human Resource Management, Industrial psychology, social sciences.
• Post graduate legal qualification (added advantage).
• Minimum working experience of three years (3) in similar position.
• Ability to use databases, spread sheets, Excel and word processing packages.
• Counseling and good negotiation skills.
• Presentation skills.
• Ability to work under pressure with minimum supervision.
• Must be self-motivated, accurate and attentive to detail.
• Must exercise high level of honesty and integrity at all times.
• Knowledge of all relevant employment laws.
• Excellent organizational skills.
• Must possess HR administration, payroll administration, recruitment and selection skills.
