Job Purpose:
To provide strategic leadership and management, risk Assurance and high-level oversight in the implementation of UNBS mission, policy decisions and strategic plans in order to achieve the organization’s mandate as specified in the UNBS Act.
MAIN DUTIES AND RESPONSIBILITIES
The Executive Director is the Chief Executive Officer of Uganda National Bureau of Standards (UNBS), and takes overall responsibility for policy execution, planning and control of activities and operations of the Bureau, resource mobilization, utilization and accountability and for ensuring that the Bureau fulfills its mandate, in compliance with pertinent legal and regulatory framework.
Specifically, the primary role and responsibilities of the Executive Director entail;
• Formulation of high level Business Plans and Strategies, providing overall Coordination and oversight over policy formulation and implementation as well as operations and performance of the Bureau in line with UNBS Mandate, Targets, Goals and best practice Standards and in compliance with applicable laws
• Providing strategic, executive leadership and management of UNBS Financial, Human, Mate- rial, Technical Resources and Assets as well as Intellectual property where applicable; for Insti- tutional growth and long-term sustainability, achievement of Objectives, Goals and fulfillment of its Mandate.
• Advising Government on all matters related to standardization in the country.
• Interpretation and execution of policy, directives and decisions of the governing National Stan- dards Council and providing regular status reports thereof.
• Formulation and execution of annual operational plans and budgets as well as medium to long- term strategic plans, upon approval of the governing National Standards Council..
• Fundraising through developing and preparing sellable projects, proposals and ensuring ac- countability and prudent management of funds and assets from local and international sources
• Provide periodic and annual progress/status reports including audited accounts to the National Standards Council
• Maintain updated records and safe custody of assets and property of UNBS
• Foster links and manage multiple stakeholder relationships in the promotion and delivery of Uganda National Bureau of Standards services and ensuring liaison with all relevant public as well as private sector Institutions at all levels in furthering the UNBS mandate
• Representing and /or ensuring representation of Uganda’s interests in standardization work Regionally and Internationally.
• As the ED/Secretary to National Standards Council, coordinate and render administrative sup- port to Council meetings and follow through Council Resolutions.
• Tendering advice to National Standards Council on people leadership matters; including recruit- ment, development, utilization, engagement, motivation and succession planning for staff of the Uganda National Bureau of Standards (UNBS)
• Carry out any other relevant duties, as assigned from time to time by the governing National Standards Council or the Minister responsible for Trade, Industry and Cooperatives.
QUALIFICATIONS AND OTHER ELIGIBILITY REQUIREMENTS Interested candidates should possess;
• An honours degree in science relevant to UNBS Mandate and a masters degree in a relevant Science or management field
• Membership to a recognised professional body relevant to UNBS business Mandate.
• Minimum of 15 years’ practical experience in Senior leadership or Management Position(s) in a reputable organisation;
• Experience in both the public and private sector will be added advantage
• Proven knowledge of working in an environment related to science, technology and innovation as a key driver and enabler to utilization of standards, quality assurance, metrology and testing for industrial development
• Proven knowledge of the legislative, strategic and operational framework of the Uganda Na- tional Bureau of Standards other relevant strategic institutions within the sector
• Demonstrate policy development and implementation across the public sector, private sector and academia relevant to advancement of UNBS mandate as well as proven intersectoral work- ing capabilities across the public sector.
• Proven capabilities to foster partnerships and collaborations with national, regional and interna- tional entities
• Awareness of international standards and practices as well as the ability to engage in global standardization and collaborations
• Capacity to adapt to changing environment and technological advancement fostering innovation in the operations of UNBS
• Commitment to transparency and fairness and consensus building in standards development
• In-depth knowledge of corporate governance and general management best practices Excellent people leadership and strategic management skills, strong communication, presentation and negotiation skills; Superior Problem solving and decision making competencies; ICT skills (MS Word, Excel, PowerPoint, and Internet applications among others).
• High moral character and proven integrity, innovative, creative and self-driven with superior capacity to manage organizational risks
• Age: Between 40 to 50 years of age.
