Call for Proposals for consortiums of women led, youth led and PWDs led organisations
Under the Uganda Bilateral Development Programme 2023-2028, the Royal Danish Embassy (RDE) in Kampala is offering grants to consortiums of women led, youth led and persons with disabilities (PWDs) led and focused organisations in Uganda (with a preference for, but not limited to, those working in West-Nile and Karamoja Sub-regions) through a call for proposals (CIP). These grants aim to promote accountability, civic engagement, and rights, with an overarching objective to strengthen democratic values and protection of human rights and civic space across three distinct intervention areas (outcome objectives):
1. Strengthened accountability through increased capacity of specific government institutions (duty bearers) to deliver on women, youth and PWDs’ needs, concems and aspirations, and human rights; and of civil society organizations (rights holders) to engage actively in holding government to account on rights concerning the three specific groups aforementioned: 2. Enhanced civic engagement through increased participation of women, youth and PWDs in decision-making processes and monitoring of govemment compliance in delivery of agreed public services; and 3. Promotion and protection of human rights for all, incl. marginalised groups, through improved access to information on rights and civic education, strengthened capacity of women, youth and PWDs to claim their rights and enhanced protection of rights by relevant government institutions.

The CIP will support activities at national and local level, and prioritise organisations that contribute to at least two or more of the following areas:
Accountability and Climate Justice inclusive budgeting and public service delivery which meets the needs and aspirations of women, youth and PWDS
Anti-corruption and accountability Climate justice/ environmental rights Natural resources governance

Civic Engagement and Access to information Access to information for women, youth and
PWD
Strengthening State/Civil Society engagement Support to civil society regulation and compliance for women led, youth led and PWD led and focused organisations
Capacity building and strengthening of women led, youth led and PWD led and focused organisations to support citizens’ engagement and active participation in decision making processes

Human Rights
Addressing social cultural norms which limit and women, youth and PWDs’ effective participation in decision making spaces and enjoyment of human rights
Research and advocacy for the respect. protection and fulfilment of rights for women. youth and PWDs
Strengthen capacity for women, youth and PWDs to contribute to human rights related policies and build capacity of their constituencies to claim their rights

Cross-Cutting approaches Innovation in accountability, civic engagement and rights for women, youth and PWD Building voice and agency of, women, youth and PWDs through engagement and network strengthening
Intersectionality of vulnerabilities between women, youth, disability and refugees Integration of women, youth and disability issues into mainstream rights and governance discourse, programming and operationalisation of specific policies
Linking local issues to national advocacy and action
Inclusion of key emerging issues for LNOB sub- groups left behind where relevant.
The lead applicants and all their consortium members must, at the time of applying, be compliant with the statutory obligations for the NGOs. Applications must be prepared according to specific guidelines and instructions provided by the Royal Danish Embassy.

There will be three types (windows) of grants for this CfPs:
• Consortiums of Women’s Rights Organisations (WROS) and Women Led Organisations (WLOS).
• Consortiums of Youth led and Youth focused organisations
• Consortiums of organisations led by and for PWDS (the budget can include reasonable accommodation for PWDs).

Grants will be awarded to organisations through a competitive procedure, comprising of a check for eligibility and an assessment and scoring of full proposals. The highest scoring eligible and relevant proposals will be awarded grants in this CIPs by the RDE.

An online information session for interested applicants is scheduled for 10:00 am to 11:00 am EAT. October 16, 2024. Organizations interested in participating in this meeting should ensure they
register by 12 noon EAT, October 14, 2024, to the email address: sidgad@um.dk. Any questions for the CIP information session must also be submitted to this email by 12 noon EAT, October 14, 2024.

The deadline for the submission of the proposal is 4.00 p.m. EAT. November 11, 2024. The proposal
should be addressed to Programme Team in the RDE at kmtambpacer@tum.dk. with two printed copies sent to the Embassy at the following address: Royal Danish Embassy. Plot No. 3. Lumumba Avenue P.O. Box 11243 Kampala.
