PROVISION OF CONSULTANCY SERVICES TO CONDUCT A BASLINE SURVEY FOR A CONSORTIUM PROJECT: SUSTAINABLE TRANSITION TO LOCALLY LED EMERGENCY AND PROTECTION SERVICES IN UGANDA (STEPS). PROJECT LOCATIONS ALL IN REFUGEE SETTLEMENTS INCLUDE NAKIVALE, RWAMWANJA, KYANGWALI, KIRYANDONGO, RHINO, PALABEK AND PAROLINYA
Background:
CARE International is a humanitarian NGO committed to working with communities to address the root causes of poverty. focusing on the most vulnerable women and girls. Uganda hosts the largest refugee population in Africa, with 1,615,162 refugees primarily from South Sudan, the DRC, and Somalia (UNHCR, Dec 2023).
The ongoing conflicts in South Sudan and DRC continue to drive this influx. In the past year alone, 122,201 new refugees and asylum seekers have arrived in Uganda. The increasing refugee population strains already scarce resources, with only 31% of overall funding needs met by Q3 of 2023.
Refugees face multi-sector protection needs, exacerbated. by reduced food assistance and limited livelihood opportunities. increasing protection and mental health risks. The STEPS Project, funded by the European Union Civil Protection & Humanitarian Aid (ECHO) and led by CARE Uganda, aims to strengthen local partner capacities and deliver lifesaving protection assistance through a locally led, multi-sector approach. The project runs from 1st March 2024 to 30th April 2025, addressing GBV, Child Protection, and Mental Health and Psychosocial Support.
Objective of the Consultancy: To conduct a baseline study for the STEPS Project, collecting baseline values for all outcome and key output level indicators as specified in the approved logframe as well establish reference data for measuring the project’s future impact and effectiveness.
Interested individuals or firms are invited to submit information demonstrating their eligibility and qualifications to perform the required services, accompanied by relevant documentation. The shortlisting criteria will include:
• Copy of Certificate of Incorporation, Copy of Trading License, Audited accounts for the last completed year, Evidence of registration and Tax certificate for the last completed year (for firms only)
• Evidence of consultant competencies, qualifications, and experience of key personnel
• Financial feasibility:
• Detailed budget with justification.
• Technical proposal (not more than 15 pages)
• At least 5 years’ experience in conducting baselines or end line for Please Note that CARE International in Uganda does not ask any complex humanitarian interventions. applicant payment for any procurement process
• Proven history of delivering quality products on time Excellent analytic and evaluative thinking skills

The lead consultant whether individual or firm is expected to have:
Minimum of a master’s degree in a social science such as Humanitarian Studies, Psychology, Counselling, Project Planning and Management etc. A PhD is an added advantage.
