Job Overview

JOB ROLE/ PURPOSE:
Implement strategies geared towards minimizing Revenue leakages in the natural resources sector and enhancing voluntary compliance with Tax laws, policies and regulations

KEY ACCOUNTABILITIES
1. Conduct compliance audits on natural resource sector players in order to identify revenue leakages and take actions to enhance voluntary compliance
• Review taxpayers’ profiles and sector performance data to understand their businesses and assess risk
• Participate in the development of audit plans to guide the audit process
• Contact taxpayers, communicate the intention to audit and furnish taxpayers with information about the audit e.g. areas and period of the audit
• Visit taxpayers’ premises, conduct initial audit meetings and upload meeting minutes onto the eTAX system
• Obtain and verify records/documentation from taxpayers to confirm anticipated risk
• Liaise with third parties to obtain information for audit purposes

2. Provide technical support to the URA legal teams for mediation and court proceedings in oil and gas cases
• Provide documentation and clarifications on natural resources cases to inform court proceedings
• Participate in engagements with legal/objections teams to discuss audit findings to enable the drafting of legal responses and/or defence
• Attend court and mediation proceedings to provide input in natural resources cases
• Draft witness statements to inform natural resources cases in courts of law and submit them to the line supervisor for review

3. Build, understand and sustain relationships with clients/taxpayers to manage and enhance compliance
• Review taxpayers’ profiles and ascertain registration, filing and payment status and submit to the line supervisor for further management
• Collaborate with taxpayers to identify challenges and problems that affect their compliance and offer solutions and client support
• Attend workshops with government departments and acquire information about the natural resources sector and document areas of learning for future reference
• Participate in the review of relevant laws, agreements and best practices and propose changes in legislative regime to improve voluntary compliance

Qualifications
PERSON SPECIFICATIONS
Essential Requirements
• An Honors bachelor’s degree or its equivalency in any field with training in Accounting, Commerce, Law, Statistics, Business Administration, Mining Engineering and Geological Resource Management from a recognized academic institution.
• At least (02) two years’ experience in a related field from a recognized organization.
• An impeccable record of integrity

Desirable Requirements
• A master’s degree in Geological Resource Management
• Specialized training in International Taxation
• Full professional qualification in accounting such as ACCA and CPA

Knowledge
• Good understanding of national, regional and international tax laws
