REPORTS TO: Regional Director

To lead, develop and manage the program team to achieve the aspirations of Irise Institute East Africa (IIEA) 5 Year Strategy 2021-2025 through Programme Development, effective coordination, consolidation, technical support and guidance by ensuring a cohesive team spirit and motivation to perform. She manages and ensures resource mobilization, prioritization and allocation, work plan coherence to deliver of all running projects of IIEA. This role is responsible for working with Partners and Allies to foster long-term relationship to successfully deliver on commitment obligations.

Responsibilities And Tasks
Programme Planning, Management and Implementation
• Ensure effective implementation of all projects of IIEA and compile progress reports as required by funders and at the organizational level.
• Provide leadership and technical supporting the development of strategic plans and budgets for all programs for IIEA.
• Provide leadership to the programme teams to set programme priorities and targets and monitor work progress to ensure results are achieved according to IIEA strategic plan schedule and performance standards.
• Review and ensure alignment of program priorities, strategies and plans for all negotiated projects to fit within the broader IIEA & Irise International global strategy, plans and menstrual health advocacy campaigns.
• Support the Regional Director and the Senior Management Team to lead the development of both strategic and operational plans in accordance with planning guidelines.
• Ensure IIEA’s programme activities are grounded, strongly inter linked, and consolidated at the grassroot, national, regional and global levels respectively in line with the rolling annual workplan.
• Ensure learning and sharing are documented by the programme team in the most effective way demonstrating impact of IIEA projects in communities and other partnerships.
Fund Raising & Donor Relationship Management
• Support the Regional Director, in developing and managing relationship within IIEA donors.
• Lead on development of programme ideas into quality grant proposals through a rights and partnership based, involvement approach.
• Collaborate with the programme departments to respond to potential funding opportunities through invited or calls for proposals.
Program Reviews, Monitoring, Evaluation, Program Learning and Reporting
• Ensure close monitoring of the program implementation in the field to ensure alignment and contribution to IIEA strategy, monitor flow of information and systemic documentation of quantitative and qualitative achievements in the field and lessons learned thereof.
• Ensure quality and timely submission of quarterly and annual or required Programme and Project Performance Reports as per desired standards and guidelines.
• Ensure compliance of approved Programme and Project work plans.
• Promote evidence-based shared learning and the agenda of advancing alternatives in menstrual health sector.
• Represent the organization in various programme-related knowledge sharing and learning forums, document and share feedback with the team.
• Track trends in contemporary development programming and programme management practices, document and provide advice/ recommendations on key developments for action.
Partnerships and Networking
• Provide guidance and support program teams to build and strengthen effective working partnerships with TPEN in the East Africa Region. Through active networking, advocacy and effective communication, build capacity and exchange knowledge and expertise to facilitate the achievement of IIEA programme goals.
• Provide support to the network members who seek to build capacity of the organizations.
• Represent IIEA and participate in partner meetings, events and forums at national and global levels.
• Supervise the P.O PCA and review Public Advocacy communication and information materials to ensure effective information flow and communication with other stakeholders including partners.
• Ensure effective partnership management at all levels as per standard procedures and guidelines of the organization detailed in the partnership and communication strategy.
• Ensure follow-up of partners after strategic reviews and reflections.
Financial Management
• Develop, monitor, review and update the Programme department activity, work plan to ensure that it attains its objectives as cost-effectively and efficiently as possible.
• Works with programme colleagues and builds their capacity to undertake costing and cost- effectiveness analysis on priority interventions to help inform policy decisions on IIEA focus.
• Identify policy options for improved domestic financing of IIEA programme interventions
• Review programme concepts, and partner financial requests as per organizational process and procedures in consultation with the Finance Manager.
• When required, undertakes, and builds the capacity of network members for improved monitoring and tracking of public expenditure to support transparency, accountability and effective financial flows for essential service delivery and IIEA related programmes.
Human Resource Management
• Lead and manage program team to achieve its mandated targets in accordance to annual operational plans.
• Ensure an empowering work environment and team building in compliance to IIEA‘s values, principles.
• Ensure an enabling environment to facilitate regular conversations on staff performance, recognition and reward of the program team to encourage regular feedback session to enhance staff productivity, innovation and performance (e.g. facilities, equipment, duty facilitation, team building).
• Establish clear individual performance objectives, goals and timelines; and provide timely guidance to enable the team to perform their duties responsibly and efficiently.
• Plan and ensure timely performance management and assessment of the team.
• Ensure that performance records of staff under supervision are submitted to RD on time.

Education Qualifications
Bachelor’s Degree in Management, Social Sciences or development studies, (Post Graduate) in a relevant discipline is preferred). Training in Project planning and management, Monitoring and evaluation.

Experience
• A Minimum of 5 years relevant experience in a reputable organization, preferably in the NGO sector, 1 year of which should be in senior management position, experience of working in a Multi-cultural context.
• Experience in designing, setting up and coordinating monitoring, evaluation and impact assessment systems and processes of a program are required.
• Experience in managing funding from a diversity of sources including aid agencies, private sector donors.
• Proven experience of working with government agencies. Proven experience managing a team and working in

• In-depth understanding of Human Rights Based Approach to Development and programming issues and policy work at sub-national, national and international levels.
• Sound and up to date knowledge of development concepts and techniques including demonstrated.
• Understanding of gender issues in development and demonstrable commitment to promoting gender equality within the organization and in programme work.
• Understanding of the project cycle management.
• Excellent understanding of development partnerships, fund-raising, donor strategies, governmental and international relations in the country.
• Strong knowledge of MHE methodology, quality assurance.
