Job Overview
The Talent Acquisition Manager is responsible for sourcing, attracting and interviewing prospective employees to find the perfect match to achieve the Banks strategic plans and priorities.
Manages the end-to-end talent acquisition for Absa Bank Uganda in collaboration with the People Partners, Hiring Managers and Head of Leadership, Leaming and Talent that delivers the right talent, at the right time and the right cost as required by the business Workforce Plan.
Executes delivery of candidate and hiring manager experiences according to Absa Group Talent Acquisition policies and standards.
Job Description
Talent Acquisition (40%)
• Develops a talent acquisition delivery plan for the Bank in alignment with the Bank’s strategic priorities and in coordination with the hiring managers.
• Defines and implements innovative sourcing strategies that will enable the establishment of a diverse pool of talent geared to meet the evolving needs of the Absa Uganda Workforce Plan. Proactively explores all available channels and processes to build diverse pools of talent
• Develops and drives a cost saving resourcing strategy and proactively explores solutions which will decrease the dependency on external resourcing partners by implementing creative direct to market talent capturing solutions, such as: Headhunting, Talent Mapping, establishing candidate data base, advertising on web based job search sites, researching competitors, building industry networks, attending industry specific events and fairs, partnering with Government Labour Agencies, tapping into Global networks etc.
• Manages the delivery of search strategies designed to recruit senior and niche candidates.
• In collaboration with the Head LLT delivers an increased capability for internal mobility by ensuring that internal candidates are considered before moving to external sourcing solutions.
• Advises hiring managers on which candidates to progress to the next stage, ensuring the right recruitment decisions are made, challenging the business’ recommendations as required
• Assists in the negotiation Of release dates and backfill requirements where applicable in collaboration with the People Partners and hiring managers.
• Ensure timely on-boarding of hires and adherence to on boarding policies and procedures.
Stakeholder Management (20%)
• Has a clear understanding of all stakeholders internally and externally to ensure appropriate level of communication.
• Cascades the Absa talent acquisition plan with various stakeholders within the country
• Ensures effective interaction with, and responses to candidates, building sustainable relationships, setting and managing expectations clearly, identifying and resolving the root cause of any issues and escalating as required.
• Liaises with business unit stakeholders to gain a comprehensive view of their Core Business, Strategic Objectives Employee Value Proposition and Culture.
• Provides regular feedback to the Head LLT, People Partners, People Function Head and Business
• Unit leaders on the resourcing strategy deliverables and status of agreed key performance indicators. Act as liaison and manage all communications between Absa and the applicable recruitment agencies and other third parties such as direct to market publications.
Report Writing (10%)
• Manages and updates the Talent Acquisition Scorecard and vacancy tracker for the business to enable monitoring of performance against sourcing plan
• Provides hiring managers with continuous feedback on candidate progress throughout the recruitment process.
• Prepares monthly reports for relevant governance meetings including but not limited to CMC and the Board.
Talent Mobility (10%)
• In collaboration with the International Mobility team, provides relevant support to the in-bound and outbound international assignees within Absa Uganda.
• In collaboration with the Head LLT and Senior People Partners, provides support to both the incoming and outgoing short-term assignees.
Governance, Risk and Control (20%)
• Ensures the talent acquisition policies and standards are implemented within the country.
• Lead liaison between Absa Bank Uganda and the Ministry of Internal Affairs in the acquisition of requisite visas and permits to ensure a legal right to work for all hires.
• up skill and educate people managers on relevant talent acquisitions policies and standards. Takes responsibility and accountability for the integrity’ of system data in their part of the process. Responsible for consistent checks to ensure that all the data is accurate for Auditing purposes ad that relevant data is attached i.e., signed offer, business approval, checks and relevant communication from business
Requirements
• Bachelor’s degree in human resources or a related course
• At least 2-3 years’ experience in Talent Acquisition or broad-based HR business partnership and or HR Administration.
• Prior working experience interviewing and assessing candidates with a good understanding of the recruitment processes.
• A good knowledge of the employment regulation, policies, standards, and processes related to the role. Ability to build influential and impactful relationships internally and externally
• Ability to manage the financial budget for function area
• Familiarity with assessment instruments (SHL, Korn Ferry etc. is an added advantage)
Technical
• Understands the recruitment and candidates in a time selection policy and process. Constrained and cost-efficient
• Understands how fairness and high touch professional objectivity is applied in the process for presentation to recruitment process.
• Skilled in hiring management screening/shortlisting application to set criteria. Able to assist managers in identifying key job requirements.
• Able to perform required checks on potential candidates.
• Able to keep accurate records of the process.
• Basic skills in interview techniques and working with the limitations (where applicable). Skilled in sourcing candidates from a range of sources.
