REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR THE PROVISION OF ENGINEERING, DESIGN, PROCUREMENT, SUPPLY, CONSTRUCTION AND COMMISSIONING OF THE CHEMICAL STORAGE FACILITIES IN TILENGA INDUSTRIAL AREA

TotalEnergies EP Uganda (COMPANY) as Operator of Contract Area (CA) and License Area (LA) 2 North, in conjunction with its Joint Venture Partner, invite experienced and reputable companies to express interest to provide services for the Integrated Projects consisting of engineering, design, procurement, construction and commissioning of the chemical storage facilities in the Tilenga Industrial Area. The selected Company shall also conduct installation of safety, security, and environmental systems.
General Field Development Description:
Safety features for all facilities-Indoor and outdoor lighting, foxed firefighting system (fire hydrant connected to CPF system) fre detector (connected to CPF system), PAGA (Public Address General Alarm connected to CPF system) system, CCTV cameras (connected to CPF system), POB (Personnel on Board connected to CPF system) system, emergency escape doors for all facilities emergency showers (body and eyes) wash stations.
The selected contractor should be able to demonstrate the following abilities:
The Tilenga oil and associated gas development (Project) is in the North-East area of Lake Albert in Uganda and covers the fields in CA-1 block. and the Northern part of LA 2 block Four vertically stacked reservoirs are developed. The facilities include well pads (30+) and an industrial area containing the Central Processing Facility (CPF).
Scope of Work
• Engineering Design, Procurement, Supply, Construction and Commissioning of the Tilenga Industrial area Chemical Storage Facilities, over a Greenfield area of approx 16 000 m2 comprising of
• Three (3) Chemical Shelter
• One (1) Sheltered oil drums storage area (estimated 100m3) Sheltered chemical loading bays for bowser and chemical truck Vehicle parking area for approximately forty (40) vehicles Dedicated individual drainage/leaks collections for each area (collections, interceptors and sump pits).
• Forklift electrical charging bay (including all powering facilities) Offices, ET (Bectrical instrumentation Telecom) room and washrooms area.
• Provision of main networks for Fire water, Potable water, Electrical & Instrumentation network, roads, ditches.
• Construction of internal tarmac roads and installation of
• Proven experience and capacity in executing similar integrated works within the assigned time.
• Well-versed in all the applicable Ugandan Laws and Regulations related to civil works, design, construction and commissioning of hazardous materials storage facilities
• Minimum Requirements to Participate in the Prequalification Process are: Health, Safety and Environment (HSE) Management System Quality Policy and related procedures in compliance with National and International Standards
• Compliance with National and International Laws and Regulations. Demonstrated commitment to statutory National Content requirements for oil and gas operations as detailed in the 2016 Upstream Petroleum Regulations.
• Current registration to or application to be registered to the National Supplier Database
• Proven certified and competent personnel Financial capability to deliver the services.
• Compliance with National Content Regulations and 2016 Upstream Petroleum Regulations
• Green Initiative and Sustainability approach mindset.
