Position Summary:
The Procurement Manager will serve as the primary owner of procurement activities for the representative office, responsible for developing and executing procurement strategies across multiple countries. This role focuses on enhancing procurement competitiveness, supporting business development, and ensuring successful market bidding and delivery guarantees. The Procurement Manager will collaborate with cross-department teams to manage supplier relationships, oversee procurement operations, and implement cost-saving initiatives. Key responsibilities include supplier qualification, performance management, market analysis, and developing action plans to reduce overall procurement costs. The ideal candidate will possess strong leadership skills, a deep understanding of market trends, and the ability to drive procurement excellence in a dynamic, multinational environment.
Duties and Responsibilities:
• Serve as the primary procurement owner of the representative office; build the comparative procurement competitiveness of the countries under the representative office; support the business development of the representative office in terms of market bidding and delivery guarantee; support the fulfillment of the business goals of the representative office.
• Based on the business characteristics of the representative office, plan and design procurement strategies and solutions for different countries; reinforce supplier management; ensure the achievement of the procurement competitiveness of the countries under the representative office.
• Support the business development of the representative office in terms of market bidding and delivery guarantee and take responsibility for the indicators of delivery, response, resource guarantee, and cost of the representative office.
• Operate in the form of cross-department teams; operate procurement businesses of the representative office; carry out supplier qualification and management activities of the representative office.
• Develop supplier selection approaches and standards of the representative office and conduct all activities related to RFQ, RFP, and RFI.
• Collect and analyze market information; grasp the market quotations of product categories and the trends of market supply and price; develop the actions plans for projects; reduce Huawei’s comprehensive procurement costs.
• Manage supplier relationships; continuously improve Huawei’s customer position among mainstream suppliers; take the initiative to help mainstream suppliers improve their operational efficiency.
• Appraise and manage supplier performance and urge suppliers to continuously improve their performance.
• Manage and monitor the authorized procurement qualification teams of the representative office.
Experience, Skills and Qualification:
• Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or a related field.
• Professional certification in procurement or supply chain management (e.g., CIPS, CPSM) is an added advantage.
• Previous experience working with Telecoms, a minimum of 2 years working experience
• Ability to plan and design procurement strategies that align with business objectives across different countries.
• Proven leadership skills with the ability to manage and inspire cross-department teams.
• Expertise in supplier qualification, performance management, and relationship building.
• Strong analytical skills with the ability to collect and interpret market data to inform procurement decisions.
• Experience in developing action plans to reduce procurement costs while maintaining quality and efficiency.
• Excellent negotiation and communication skills, both verbal and written, with the ability to influence stakeholders at all levels.
• In-depth knowledge of procurement processes, supplier management, and market analysis.
• Familiarity with RFQ, RFP, and RFI processes, and experience in managing procurement qualifications and standards.
• Understanding of global market trends, supply chain dynamics, and pricing strategies.
