JOB DETAILS:
Job Summary:
The Procurement and Logistics Officer will majorly be responsible for management of procurement сусles logistics and transport guided by the existing procurement, transport and finance procedures a guideline at KRC- UGANDA. The officer will specifically develop and manage annual institution procurement plans including receiving procurement requests from units on a quarterly basis, liaise w chairperson procurement committee to schedule procurement meetings, source for quotations, conduct background checks on service providers, and maintains proper filing of procurement documents a maintain update lists of per-qualified service providers.
SPECIFIC JOB ROLES
Procurement:
• Ensure that the procurement guidelines, threshold and documentation are strictly adhered to.
• Support the sourcing process through issuance of quotation requests to respective provider’s invoice evaluations of offers received from providers- comparative bids analysis and evaluation of reports.
• Guarantee timely and cost efficient execution of all Purchase Requests received and delivery of goods requested in the correct quality and quantity for the best possible price. Source locally and widely with support of Director’s office, Finance Unit and Procurement commit for procurement of goods and services, as it may be necessary.
• Maintain an up to date database of pre-qualified suppliers and ensure that all suppliers follow eth business practices.
• Initiating and keeping track of the order placement processes to ensure timely delivery of services and goods.
• Ensure that all the suppliers are paid in time in coordination with the Finance Unit.
QUALIFICATIONS AND EXPERIENCE
Core Qualification
• A bachelor’s degree in Procurement/ Supply Logistics from a recognized and reputable training institution.
• Computer literacy skills like Microsoft Office especially Word, Excel and Power point.
• Knowledgeable on the laws and policies regulating public procurement and disposal of Assets.
Essential
• At least three years’ relevant working experience, preferably with National NGOs, and good understanding of major donors’ financial requirements, conditions and government budgets and policies.
• Self- motivated with demonstrated ability to generate financial reports and meet set deadlines and with good integrity.
• Good people management skills.
• High level of integrity and trust worthiness.
• Demonstrated knowledge of international and local policies and frameworks relating to procurement and supply chain management.
• Ability to intervene with crisis management or troubleshooting as found necessary.
• Strong analytical skills and strategic planning abilities.
