Responsibilities
A. Key Responsibilities
• Advise the relevant government entities, in particular the Ministry of Energy and Mineral Development (MEMD) on evidence-based policy formulation with regard to access to clean energy, productive use of energy, rural electrification both on-grid and off-grid and renewable energy solutions.
• Support the formulation of key policy documents, strategies and roadmaps.
• Engage with research institutes, think tanks and other development partners with regard to policy formulation.
• Ensure smooth communication and cooperation among key project stakeholders e.g. MEMD for policy, ERA for regulatory instruments and development partners such as EUD, World Bank, KfW, etc.
• Maintain communication with other energy and rural development projects implemented by GIZ.
• Be familiar with and uphold GIZ’s values of sustainable development, transparency, efficiency and anti-corruption towards the public partners, government, private sector and institutions.
• External and internal representation of the project in key energy sector conferences, workshops etc.
The Policy Advisor performs the following tasks
B. Specific Tasks
• Develop, assess and review energy reports and briefs.
• Analyze energy statistics and data and present findings for use by the ministry and the GIZ Energy and Climate cluster.
• Develop and manage a document list of key policies and publications in the energy sector.
• Draft policy briefs for policy documents.
• Support the process of preparation/institutionalization of necessary changes in relevant strategies, policy guidelines and legal framework, within the sector, including impact and evaluation studies.
Policy Advisory services
• Monitor energy sector developments and identify key issues for policy formulation with regard to access to clean energy both off-grid and on-grid electrification initiatives.
• Advise on policy formulation required for the development of mini-grid projects.
• Maintain and be regularly updated on all sector developments in other agencies dealing with off-grid and clean energy access for example Electricity Regulatory Authority, Ministry of Energy and Mineral Development etc.
• Regularly exchange with private sector bodies (companies, associations, etc.) to understand private sector interests and incorporate these or communicate these in policy/strategy documents being developed.
• Advise on developing roadmaps and strategies for the implementation of policy documents with regard to access to clean energy.
• Provide input to overarching policy documents such as the National Development Plans with regard to access to clean energy.
• Coordination with MEMD and other Ministries regarding mainstreaming clean energy in key documents such as policies, strategies, guidelines or regulations.
• Advise on consultative processes with regard to policy formulation.
• Coordinate and manage consultancies with regard to policy component.
• Support capacity building initiatives to MEMD related to the policy output.
Coordination
• Supports cooperation, regular contact and dialogue with partners in the project/cluster environment especially the political partner the MEMD, to improve and maintain good working relationships.
• Conceptualises, prepares and implements workshops, seminars, and other events on subjects that are related to the policy, planning, data management, monitoring and evaluation.
• Prepares appropriate input for various programme reports and contributes to other reports and key documents within the programme and other agencies as and when required.
• Foster synergies within the project and other GIZ Energy and climate cluster project activities.
Other Duties/Additional Tasks
• Performs other duties and tasks at the request of management.
Qualifications
• Bachelors’ degree in Statistics, Economics, Engineering or any other related field.
• A Master’s degree in Renewable Energy, Policy, Energy Economics or related field is an added advantage.
Details of experience
• A Minimum of 5 years working experience, including at least 3 years of experience in policy formulation (or regulation) in the energy (or closely related) sector.
• Strong understanding of rural electrification planning for both on-grid and off-grid and renewable energy technologies including mini-grids.
• Strong understanding of the energy policy and legal framework in the electrification as well as biomass or cooking sectors in Uganda including the on- going reforms.
• Strong experience working with the public sector in the energy space.
• Experience with private sector modalities/approaches to clean energy development.
