The Role:
Reporting to an Outreach Team Leader, the purpose of this role is to provide high quality family planning (FP) counselling and drive the Outreach vehicle. This specific role is part of a Mobile Outreach team that will be providing integrated family planning, STI syndromic management, HIV Testing services and cervical cancer screening to predominantly vulnerable groups (such as young people), the poor and those living in hard-to-reach areas. Outreach is a strategic channel for providing greater access to rural communities with unmet need and unmet demand for family planning services, especially long-acting reversible contraception (LARC) and permanent methods. Clinical mobile outreach is a primary service delivery channel under the Programmes department. Therefore, the post holder should hold a positive attitude towards serving these demographics, be exceptionally resilient and open and possess a valid driving permit and demonstrate good driving skills.
The Outreach Mobile Counsellor is expected to work with other Outreach colleagues and other MSUG team members to continuously improve the quality of outreach services, standards of care, and the effective implementation of outreach services according to work plans and budgets. This includes collaboration with MSUG colleagues from all Departments to ensure effective coordination of activities across channels to deliver more for our clients.

Key Responsibilities
Measure
• Provide comprehensive client counselling on reproductive health and other health matters.
• Ensure that the highest standards of client care are achieved to MSI global standards.
• Take necessary steps to ensure that all outreach clients are treated with sensitivity, respect, and consideration.
• Maintain confidentiality of client records.
• Effectively manage and resolve complaints raised by clients and promptly escalate difficult issues to the Outreach Team Leader.
• Support the clinical staff in imparting general Family Planning Information to clients and exercising the vocal local technique
• Participate in community sensitisation and mobilisation including coordination of community mobilisers working with Outreach
• Ensure that accurate client records are collected and filed for all clients.
• Support Outreach service providers in stock management
• Support the service providers on Outreach by unloading the vehicle
• Ensure the vehicle is properly loaded with outreach equipment and ready to at the Outreach sites by 9:00am latest
• Keep all logbooks up-to-date and copies submitted to the Team Leader to forward to support office
• Ensure third party insurance or registration stickers are always valid
• Alert support Office in writing, via the Team Leader, at least 4 weeks before expiry of insurance or registration
• Submit monthly vehicle reports to support office as per the finance department protocols
• Always keep the vehicle interior and exterior clean
• Ensure that the vehicle receives the correct maintenance in a timely fashion to prevent avoidable breakdown, and to maximise vehicle performance
• On parking the vehicle after working hours, ensure the keys are handed over to the Team Leader or another member of staff designated by the Team Leader
• Carefully monitor fuel and oil consumption of the vehicle, taking steps that records are accurate, and no supplies are diverted
• Maintain appropriate driving skills and experience for riding in rough terrain. The Mobile counsellor must immediately notify the Team Leader of any health complications and that could affect his/her ability to conduct his/her work safely (e.g. deteriorating eyesight, epileptic fits)
• Drive the vehicle in a responsible way, showing care and consideration for other road users, including pedestrians and ensuring risks to all vehicles under the Mobile Counsellor’s control are minimized
• Ensure the organisation vehicles are only used for official business
• Always carry a valid licence
• Timely accurate reports are submitted to the Team Leader
• Support Outreach service providers in data reporting in Government HMIS Tools daily
• Perform any other work-related duties as assigned.
Level of professionalism maintained when dealing with clientele.

Qualifications / Trainings:
• Minimum of Diploma in counselling from a recognised institution (Degree is added advantage)
• Valid Ugandan Driving License for both motorcycles and cars (manual transmission essential)
• Experience in riding/driving on challenging terrain
• Knowledge of more than one Ugandan language
• Medical background and training in Family planning is an added advantage
Knowledge, Skills / Experience and abilities:
• Computer literate (ability to effectively enter and maintain client records through an electronic database)
• Excellent communication skills
• Proficiency in both oral and written English is essential
• Ability to discuss issues of sexuality and reproductive health with male and female clients of all ages
• Experience and knowledge of FP service delivery at community level (previous outreach experience preferred)
• Experience working as part of a highly functioning team, with minimum supervision
• Ability to work independently in a busy environment
• Flexibility and willingness to work for long hours
• Excellent record keeping and time management
• Ability to analyse and pay attention for detail
• Good working knowledge of Microsoft Office applications (MS Word, Excel and MS Access)
