Monitoring and Evaluation Officer job at TASO

The Monitoring & Evaluation Officer at TASO CoEs is responsible for managing M&E systems, data management, reporting, and ensuring proper documentation, data use, and dissemination.

Key Outputs:
• Managed and maintained databases and M&E systems
• Supervised subordinates and data entry activities
• Cleaned and validated data
• Improved data demand and use
• Documented and disseminated success stories and best practices
• Provided technical support to CoEs on M&E activities
• Participated in M&E program activities and offered logistical support
• Prepared and submitted HMIS and program reports on time

Key Duties and Responsibilities:
1. Develop and implement work plans and budgets for data management services.
2. Conduct dissemination meetings for project indicators and targets.
3. Ensure functional M&E systems (e.g., EMR, TASO MIS, KP tracker).
4. Troubleshoot systems and provide IT support as needed.
5. Liaise with IT specialists for timely servicing of generators and computers.
6. Submit annual IT inventory reports.
7. Conduct weekly program data analysis and monthly spot checks.
8. Conduct routine data reviews, quarterly DQAs, and internal assessments.
9. Prepare HMIS, PEPFAR, and narrative reports on time.
10. Document and disseminate success stories, newsletters, and fact sheets.
11. Conduct client satisfaction surveys and QI projects.
12. Train and mentor data clerks.
13. Maintain data backups, security, and confidentiality.
14. Supervise data entry clerks and service data.

Person Specifications:
Minimum Academic Qualifications:
• Bachelor’s Degree in Statistics, Quantitative Economics, Computer Science, IT, or related fields.
Additional Training:
• Postgraduate Diploma in Monitoring and Evaluation (Mandatory).
Experience:
• 4 years in data management, preferably in health-related roles.
• Experience in HIV/AIDS programs and health facility settings (Mandatory).

Special Knowledge:
• TASO policies on data management
• HMIS-HIV SOPs
• Ethical data management and PLWHAs’ rights
Key Skills:
• ICT and data management skills
• Analytical and report writing skills
• Communication and interpersonal skills
• Proficiency in statistical and database packages
