Job Summary
The MEAL Officer spearheads the monitoring and evaluation process in the programs; assist the program staffs in planning, coordinating, supervising, monitoring and evaluating and documenting project activities in accordance with program documents and administratively to the Area program Manager/Coordinator .

Principal Responsibilities
Key Result #1: Monitoring and Evaluation system
• Guide and coordinate the review of the program log frame during program design.
• Lead the implementation of the MEAL systems considering the requirements of the program.
• Designs data collection instruments used for monitoring, reporting and evaluation according to agreed guidelines.
Key Result #2: Data Collection and Analysis
• Conduct qualitative and quantitative data collection including baselines, reviews and QIVC (Quality Improvement Verification Checklist).
• Coordinate data collection teams and provides the necessary training and coaching for successful implementation of data collection exercises.
• Consolidate and analyze program data and provide comprehensive reports of data collection exercises
• In liaison with the Regional MEAL Officer and Program Area Manager/Coordinator, interpret results and make recommendations for decision making.
Key Result #3: Program Monitoring and Report Writing
• Ensure Routine Monitoring Reporting (RMR) actions and ensure templates are appropriately used and Standard Operating Procedures are followed.
• Coordinate the preparation of all program reports. Guide staff in preparing their progress reports in accordance with approved reporting formats and ensure timely submission of monthly, quarterly, semiannual and annual reports.
• Ensure MEAL indicators meet the reporting requirements.
• Promote a results-based approach to monitoring and evaluation, emphasizing results and impacts.
• Monitor and evaluate progress towards annual work plans, expected outputs, and program indicators
• Prepare communication items with useful information on program statistics and other useful documents necessary such as beneficiary database, fact sheets.
Key Result #4: Personnel Management
• Train program staff and teams in the use of MEAL tools required for their roles
• Conduct quality spot checks to program sites to evaluate adherence to program standards and visually verify information reported through the normal reporting systems.
• Support FH Uganda staff in the strategic use of data and information so as to improve the implementation of programs.
Key Result #5: Program Support
• Participate in MEAL related activities/meetings within and outside the program area that will help improve the Monitoring and Evaluation framework of FH Uganda
• Assist the Program Area Manager with decision-making on resource allocation based on program priorities and performance
• Together with the Program team, participate in the design of programs and proposal/ concept development by providing key data for evidence generation.
• Perform other duties assigned by the Program Area Manager and Regional MEAL Officer regarding Monitoring and Evaluation

• Ability to learn new concepts/ideas and willingness to work and live in a rural community environment
• A valid motorcycle riding permit, including the ability to ride and care for a motorcycle.

Experience
• Four years or more experience working in monitoring & evaluation of development programs preferred.
• Experience working with development fields such as Education, Livelihood, health and nutrition or child survival programming is a plus.
• Experience implementing formative research methodologies including barrier analysis
• Proven monitoring and evaluation skills in randomized controlled trials
• Proficiency in creating data entry templates and conducting analysis in Epi-Info, MS Access, SPSS, or other statistical analysis software.
• Proficient in MS Office, with strong skills in MS Excel, MS Access, MS word, Power point & e-mail.
• Ability to organize and prioritize multiple tasks according to deadlines, and reporting requirements
• High level integrity and initiative taking and positive attitude towards learning and sharing.
• Working knowledge of budget management
• Develops and maintains good working relationships between fields, national affiliate and donors
• Effectively and efficiently manages all resources entrusted to him/her for work purposes. Complies to all finance, personnel, procurement and administrative policies of FH
• Ability to work in field conditions. Interest and ability to travel to program areas, sensitivity to gender and ethnic minority issues, commitment and courage to stand by poor and disadvantaged people
• Must have team building skills, personnel management and supervisory skills.
• Understand, respect and practice the set of FH Foundational Principles: Vision, Mission, and Values, including mutual respect; equity and justice; honesty and transparency; solidarity with poor and marginalized people, courage of conviction; happiness; humility and Christianity.

Education/Certifications
• College/university degree in Monitoring and Evaluation studies, social sciences, demography, development planning, mathematics, statistics, health & nutrition or similar relevant field
• A post graduate diploma in Monitoring and Evaluation is an added advantage

Language
Proficiency in spoken and written English is essential.
