Save the Children is seeking a Livelihoods and Financial Inclusion Specialist for a 4.5-year URRI project funded by the Royal Danish Embassy. The project will be implemented in the districts of Lamwo, Yumbe and Kyegegwa targeting refugees and host communities with a ratio of 65:35 respectively. The project will be implemented in a Consortium led by Save the Children with World Vision Uganda (WVU), AVSI Foundation, Youth Social Advocacy Team (YSAT), Kabarole Research Centre (KRC), Uganda Network on Law Ethics and HIV/AIDS (UGANET) and Response Innovation Lab (U-RIL). The Livelihoods and Financial Inclusion Specialist will be responsible for the overall delivery of livelihoods and financial inclusion components of URRI project and ensuring integration across all the 3 outcomes. The URRI project objective is to enhance climate resilience of women, men and youth in refugee and host communities and promote inclusive, cohesive, and environmentally sustainable development in refugee-affected areas in line with local priorities. The project has 3 outcome areas: (i) Enhanced climate adaptation and resilience for women, men and youth in refugee and host communities through inclusive climate-smart agriculture, (ii) Sustainable management of the environment in refugee-affected areas through inclusive interventions leading to enhanced conservation of natural resources, biodiversity, ecosystem services, and productivity, and (iii) Enhanced gender equality and women’s empowerment and rights among refugees and host communities in relation to agriculture, climate change adaptation and sustainable management of the environment

KEY AREAS OF ACCOUNTABILITY:
Technical Expertise and Support:
• Seeking new and strengthen existing partnerships including with the private sector, development actors, government institutions, and specialized agencies to advance the financial and economic inclusion
• Enhancing livelihoods and financial inclusion programming through evidence-based and market-driven approaches to achieve project outcomes
• Promoting and coordinating the development of new initiatives and responses to emerging enterprise development such as integration of the principles of green economy development, value addition and access to Finance.
• Promoting use of technology in the Livelihood and financial inclusion program including digitalization of Saving groups, market linkages and attachment to entrepreneurships.
• Support the graduation of the targeted ultra poor households to graduate to resilience using the graduation approach.
• Facilitating the implementation of specified project development plans, providing overall partnership and technical support in the conceptualisation, design, planning, budgeting, and implementation.
• Promoting digital financing, financial literacy, forming and maintaining linkages between different actors.
• Ensuring job creation, green skilling, financial inclusion, and improved livelihoods through training marginalized and vulnerable Youth and women (including people with disability) in green skills.
2. Program Implementation:
• Oversee and ensure timely implementation of livelihoods and financial inclusion activities according to the workplan.
• Ensure integration of VSLAs among farmer groups and associations
3. Capacity Building and Training:
• Design and deliver training sessions and workshops for refugees, host community members, and local farmers.
• Develop educational materials and resources to support knowledge transfer and skill-building.
• Develop training manuals and workshop content for farmers, government partners, small and medium agribusinesses and other stakeholders on livelihoods and financial inclusion
4. Monitoring and Evaluation:
• Develop and apply monitoring and evaluation tools to track the progress and impact of interventions.
• Develop plans, procedures, criteria of eligibility, systems or appropriate tools for timely initiation, monitoring, reporting and evaluation of the EI programme.
• Work closely with the M&E staff and partner mentors to conduct regular monitoring of program activities to ensure quality and provide timely feedback to partners on issues for follow up.
• Conduct field assessments and surveys to measure the effectiveness of livelihoods and financial inclusion practices and adapt strategies as needed.
5. Stakeholder Engagement:
• Collaborate with refugee community leaders, local government agencies, NGOs, and other stakeholders.
• Facilitate partnerships and networking opportunities to enhance the project’s impact and sustainability.
6. Reporting and Documentation:
• Prepare regular reports on activities, achievements, challenges, and lessons learned.
• Document success stories and best practices to share with project stakeholders and contribute to knowledge management
7. Communication and Networking
• Create and sustain positive working relationships internally with other technical staff; externally with the Consortium partners, district local governments and other stakeholders, and maintains an up-to-date understanding of key development trends in the project area.
• Ensure coordination with the government activities and structures in the implementation of URRI Project

To be a strong supporter and advocate for children in this role you will need to have:
• At least an Advanced university degree in economics, business development, or a related field.
• At least 8 years of demonstrated experience in Livelihood, Financial and Economic inclusion and Market development programming
• Solid experience from managing and implementing Livelihood and Economic Inclusion
• Highly experienced in programme management associated to natural resource protection and socio-economic development, particularly relating to renewable energy and Innovation, financial inclusion and employment support including green livelihoods, nature-based solutions (NBS) and apprenticeship schemes.
• Excellent communication and report writing skill.
• Computer literacy, particularly in Word, Excel, and PowerPoint
• Strong communication and interpersonal skills in English, with experience working in multicultural, multi -location, values driven teams
