Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) Gmbh is the German federal company for technical cooperation and has been operating in Uganda since 1964 to promote sustainable development on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) is implemented by the German Development Cooperation (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) in cooperation with the Ministry of Energy and Mineral Development (MEMO)
The project objective is: The contribution of selected public, private and civil society actors to implement market development and decentralization strategies in the areas of renewable energy and energy efficiency in Uganda is improved. The Institution of Traditional or Cultural Leaders Act (2011), as promulgated to operationalize article 246 of the Constitution of Uganda, spells out among other tenets that the role of traditional or cultural leader shall promote the development, preservation and enrichment of all the people in the community where he or she is recognized as such. In this mandate, Traditional leaders (TLs)-(Kings, Chiefs and Elders play a key responsibility in the socio-economic transformation of communities as agents of change. MEMD has thus identified the cultural institutions of Buganda. Busoga and Buruli as appropriate and strategic change agents for the clean energy drive.

All requests for clarifications regarding this tendering process must be submitted in writing and addressed to GIZ Uganda via email at procurement-giz-uganda@giz.de at least 5 days before the bid submission deadline. Important Information to Note
• Indicate the tender reference number in the subject line of all your electronic communication.
• Submissions received after the deadline will not be accepted. c. Bids submitted with GIZ staff or other GIZ emails in copy will not be accepted.
• Only submissions sent to UG_Quotation@giz.de will be acceptable.
• Bids should only be submitted in PDF and ZIP folders to ensure compatibility with GIZ software. Do not encrypt your offers.
• Use two separate emails to submit the technical and financial proposals. Submit the technical proposal in one email and the financial proposal in a separate email.
• Only use GIZ’s file transfer service at https://filetransfer.giz.de/ for submitting documents that exceed the default mail size of 30 MB. Alternatively, use the two separate emails option, one for submitting the eligibility documents along with the technical proposal/offer, and another for the financial proposal/offer.
• Should you use the file transfer service, ensure you provide the password before the submission deadline and reference the tender number associated with the password. Failure to provide the password will result in automatic disqualification of your offer.
