The Uganda Women Entrepreneurs Association Limited (UWEAL), initiated in 1987, aims to promote businesswomen in Uganda. The association is firmly placed in the private sector to provide support and guidance to women in business and advocate for favorable policies for women entrepreneurs. UWEAL has achieved significant success over the past 35 years, boasting a strong membership base and connections to women entrepreneurs nationwide. We are committed to collaborating with the government, related trade agencies, the private sector, and local civil society, particularly women-led and East African regional organizations.
JOB SUMMARY:
The Head of Operations is responsible for overseeing and managing the operational functions of UWEAL, ensuring that the organization’s infrastructure, logistics, and administrative systems effectively support its mission and objectives. This role requires close collaboration with the Head of Programs and other department heads to ensure that all operational aspects align with and support the organization’s strategic goals.
Key Responsibilities:
Operational Management:
• Daily Operations Oversight: Manage the day-to-day operations of UWEAL, ensuring efficiency and effectiveness in all administrative and logistical functions.
• Policy and Procedure Development: Create, implement, and continuously refine operational policies and procedures to enhance efficiency and compliance with UWEAL standards and Ugandan laws.
• Procurement Management: Oversee procurement processes, ensuring timely and cost-effective acquisition of goods and services while maintaining quality standards.
• Facility Management: Ensure the maintenance, security, and proper functioning of UWEAL’s facilities, including offices and program sites, and manage any necessary repairs or upgrades.
Strategic Planning and Implementation:
• Support Strategic Planning: Assist the CEO in strategic planning by providing insights on operational capacities and constraints to inform decision-making.
• Operational Plan Development: Develop and implement operational plans that align with UWEAL’s strategic objectives and ensure all operational activities support these goals.
• Performance Monitoring: Monitor and evaluate operational performance, identifying areas for improvement and implementing necessary adjustments to achieve organizational goals.
Collaboration with the Head of Programs:
• Program Support Coordination: Work closely with the Head of Programs to ensure that operational support aligns with and meets programmatic needs.
• Joint Planning: Participate in program planning meetings to understand and anticipate operational requirements and provide input on logistical and administrative support.
• Logistical Support: Ensure the timely provision of logistical support for program activities, including transportation, accommodation, and materials procurement.
• Budget Contribution: Assist in the development of program budgets by providing accurate cost estimates for operational activities and ensuring operational needs are met within budget constraints.
Financial Management:
• Budget Development and Management: Collaborate with the Finance Manager to develop and manage the operational budget, ensuring that all expenditures are within budgetary limits.
• Financial Reporting: Provide regular financial reports to the CEO, detailing operational expenditures and identifying opportunities for cost savings.
• Cost Management: Implement cost-saving measures without compromising the quality or effectiveness of operational support.
Human Resource Management:
• Team Supervision: Supervise and support the operations team, providing guidance, training, and performance evaluations to ensure high performance and professional growth.
• HR Policy Implementation: Collaborate with the Senior HR Manager to ensure that HR policies and procedures are effectively implemented within the operations department.
• Staff Recruitment and Onboarding: Assist in the recruitment and onboarding of operational staff, ensuring that new hires are well-integrated into the team and understand their roles and responsibilities.
Risk Management and Compliance:
• Risk Identification and Mitigation: Identify and mitigate operational risks to ensure the safety and security of UWEAL’s assets and staff.
• Regulatory Compliance: Ensure compliance with all relevant legal, regulatory, and organizational requirements, maintaining up-to-date records and documentation for all operational activities.
• Policy Adherence: Ensure that all operational activities adhere to UWEAL’s policies and procedures, as well as Ugandan laws and regulations.
Reporting and Communication:
• Regular Reporting: Provide regular reports on operational activities, performance, and challenges to the CEO and Board of Directors.
• Internal Communication: Ensure effective communication within the operations team and between departments to facilitate collaboration and information sharing.
• External Representation: Represent UWEAL in external meetings and negotiations related to operations, building and maintaining relationships with key stakeholders and partners.
Qualifications and Experience:
• A Post Graduate degree in Business Administration, Operations Management, or a related field.
• At least 7 years of experience in operations management, preferably within a membership or non-profit organization.
• Proven experience in managing logistics, procurement, and administrative functions.
• Strong understanding of Ugandan labor laws and compliance requirements.
• Excellent leadership, communication, and interpersonal skills.
• Ability to work collaboratively with diverse teams and manage multiple tasks simultaneously.
• Strong problem-solving and decision-making abilities.

• Communication: Strong written and verbal communication skills for effective reporting and collaboration.
Duration and Terms:
This is a full-time position based in Kampala, Uganda. The Head of Operations will be expected to travel to program sites as required. Compensation and benefits will be commensurate with experience and in line with UWEAL’s salary structure.
