Job Summary:
This position will be responsible for setting up, leading and overseeing our clients operations, building the team and processes, and providing direction to the operations, procurement and IT teams. It will also involve working closely with country/regional director and global stakeholders to promote effective program delivery as well as leading the identification and mitigation of operational risks.

You have the ability to promote efficient systems and processes which support varied country level needs and compliance requirements. With our clients experiencing an exciting period of rapid growth, this role will play an important role in ensuring the organization’s policies, processes, and systems are relevant, scalable, clearly understood, and implemented. You are a strategic leader with a willingness and ability to be hands-on and have demonstrated experience in scaling operations. A keen appreciation for implementing cost-effective and optimized systems and processes at scale will be critical for this role.

In addition to managing the supply chain, logistics and associated processes and policies, the Head of Operations will also be responsible for proper management of organisation’s assets, estate, fleet, security, Information Technology, and will support the setup of new projects. The incumbent works closely with the Finance & Admin, HR, Programs teams, and the Leadership team to identify areas in need of strengthening, as well as recommending and ensuring that these activities are in conformance to our clients policies, goals, and objectives.

Responsibilities
General Management & Leadership
• Lead the development of the clients operations strategy, with a particular focus on enabling growth and mitigating operational risk.
• Lead the set-up, development, review, and maintenance of operations, IT, and procurement teams, including goals, objectives, policies, and operating procedures.
• Provide leadership, direction and functional guidance to the operations and IT teams.
• Ensure quality staff hires in the unit with high performance of direct reports.
• Responsible for developing and regularly reporting on key performance indicators and metrics concerning our clients operations activities and capacity.
• Work in close coordination with the country and departmental leadership and remain responsive to their needs.
• Provide leadership in identifying, evaluating, and recommending operations related projects to improve process efficiency.
• Direct the training of operations teams to ensure they remain up-to-date on best practices and company policy and procedure requirements.

Operations
• Ensure staff are proactively trained on all key operational policies, systems, and processes required to effectively and appropriately conduct their roles and responsibilities. These include policies and practices on information management, inventory management, asset management etc.
• Actively work with country, regional, and global leadership to assess risk and develop mitigation strategies to operational risks in accordance with the organization’s risk framework and practices.
• Provide leadership in managing sensitive relationships and negotiations with key vendors, contractors and service providers.
• Guide and support the operations teams to ensure effective management of facilities, budget, asset registers, fleet, workplace safety and security.
• Work closely with country leadership to review, update, or establish operations systems for all country offices and provide appropriate training on those systems.
• Ensure compliance with policies and procedures and any additional legal requirements including obtaining relevant permits and permissions in liaison with Finance and Administration teams.
• Provide in-country support to HR as required for relevant matters including the development and implementation of HR policies and procedures in line with best practice and based on advice from HR and legal teams.

IT
• Provide leadership and management to the IT team in establishing and complying with global IT policies.
• Provide leadership in reviewing and establishing IT SoPs for the provision of IT support and maintenance and monitoring their implementation.
• Provide leadership and management in reviewing and updating SoPs for service and maintenance of IT equipment.
• Provide oversight and support to the team in the development and implementation of in-house software development and roll-out of IT tools for staff including the Intranet Platform.

Procurement
• Oversee the Procurement team in the formulation and development of existing procurement policies and procedures, and monitoring their implementation.
• Provide leadership in reviewing and establishing robust vendor performance management procedures, and serving as a point of escalation for day-to-day operations.
• Provide guidance to the operations teams in sourcing cost-effective and timely products and services.
• Provide leadership and guidance in management of annual procurement planning with a focus on ensuring cost- effectiveness and efficiency.
• Provide leadership in continually assessing the organization’s procurement needs for growth and developing plans and budgets to address any gaps.

Skills & Expertise
• Demonstrated experience in Procurement, Operations, and IT.
• Analytical skills to evaluate data and make operational decisions
• Results orientated with both strategic and tactical skills
• Ability to demonstrate exceptional organization and planning skills
• Capacity building skill-set including training, mentorship and skills development
• Demonstrated knowledge in risk and financial management
• Excellent communication skills (written and oral) in English with sensitivity to and responsiveness to all partners/stakeholders including staff. Proficiency in and local language of the communities where RTV operates will be considered an asset.
• Highly proficient in the use of technology and day-to-day use applications. Strong knowledge of operations management systems, and business intelligence tools will be considered an asset.
• Able to establish, build and maintain effective working relationships with staff, government and other stakeholders to provide and solicit support.
• Willingness and ability to travel in the region, and to hard-to-reach areas under difficult conditions.
• Demonstrated success in leading operations expansion in multiple countries would be considered an asset.

Qualifications
• Business administration, operations management or finance, or any other relevant degree
• Minimum 12 years of relevant experience, including management experience in a leadership role.
