Job Overview
The East African Crude Oil Pipeline (EACOP) project is a Midstream development located across Uganda and Tanzania that includes a nearshore Marine Storage and Export Terminal (MST). Once completed, the EACOP Company will operate the East African Crude Oil Pipeline, a 1,443 km long, electrically heated crude oil export pipeline that transports oil from Kabaale – Hoima in Uganda, to the Chongoleani Peninsula near Tanga Port in Tanzania for crude export to the international markets
Job Dimensions
During Project phase to be responsible for Uganda site Field Operations readiness during construction, pre-commissioning, commissioning and start up phases, and to lead handover process to ensure safe and efficient operations.
During Operational phase responsible to manage all Uganda EACOP operational activities to meet transportation and safety targets safely and effectively, in compliance with the Company H3SE, associated legislation and company procedures.
Responsibilities
• Directs and co-ordinates all Uganda operational activities to achieve safety, environment, and transportation/maintenance targets in a cost-effective way.
• Substitutes for Operational Director in his absence.
• Ensures proper Operational reporting and meetings management.
• Maintains the safety of the Uganda operational assets by ensuring appropriate controls are in place such that the integrity of safety systems is always maintained.
• Follows up near misses, dangerous occurrences and accidents and act to prevent recurrence.
• Ensures operational procedures are kept up to date, understood and implemented to ensure statutory and company safety requirements are met.
• Directs Uganda Operations planning and prioritization process to ensure coordination of activities on 24-months / 4-months & 5-weeks horizon.
• Ensures transvers coordination during the project, the Startup, and the steady state operations phases.
• Participates in preparing the operations annual budget.
• Approves modifications and accepts handovers on behalf of Uganda operational assets, of all new or modified equipment to ensure safe and effective operations.
• Manages, motivates, and develops staff, via appraisal and training, to provide the correct level of personnel to meet operational objectives.
• Actively identifies best practices (industry, technical, professional, etc.) and encourages an environment in which this is willingly and openly shared.
• Creates an environment in which a focus on value awareness, lean management are developed and constantly think in terms of cost/benefit trade-off.
• Maintains regular (site) contact and an open style with all levels of personnel to ensure management is aware of problems and appropriate actions are taken if required.
• Proactively carries out the activities of the job.
• Always acts in the best interest of EACOP.

Academic Qualifications
• Bachelor’s degree or equivalent in engineering (i.e., Petroleum, industrial, mechanical).
• English proficiency
• Document, report writing skills (method)
Experience Required
• Minimum 15 years Field Operations experience, onshore asset experience preferable
• Leadership experience as Site Manager or equivalent position like Head of Production is a minimum requirement.
• Demonstrated capacities in HSE, personnel management and technical / operational matters.
• Sound knowledge of policies, rules, and specifications. Operational management capability and an aptitude to adapt to changing situations.
• Good supervisory, communication and negotiation skills with the ability to motivate the team
