Overview
SITES is seeking for an Evaluation Specialist to provide technical support in conducting various assessments and evaluations.
The Strategic Information Technical Support (SITES) Project is a seven-year project that USAID awarded to Social & Scientific Systems Inc. (SSS), a DLH Company. The purpose of the SITES Project is to facilitate, promote, and enhance evidence-based programming and reporting in Uganda’s health system, particularly its response to the HIV/AIDS epidemic, with two overall objectives:
1. Implement and maintain a comprehensive PEPFAR program performance management and reporting system, and harmonize and, where feasible, transition parts of this USG-led function to national systems.
2. Support the Government of Uganda’s (GOU) national monitoring and evaluation systems for Health, HIV/AIDS, and OVC programming.
SITES Project also provides strategic information support to the USAID Health Portfolio.
Responsibilities
The Evalution Specialist will serve as technical experts and will:
1. Contribute to the development of inception report, data collection tools, and interviews to be conducted.
2. Responsible for the relevant analysis, synthesis, and writing of the relevant thematic sections of the report and subsequent presentations.
3. Lead selected research assistants in one of the regional teams.
Qualifications
1. A minimum of a Master’s Degree in Public Health, Health Services Management, Project Management, M&E of Public Health Programs, Epidemiology and Biostatics.
2. A minimum of ten years relevant professional experience in M&E, community health management data quality assessments.
3. Knowledge of donor especially USAID funded programs, M&E reporting requirements and DQA tools and standards.
4. Knowledge of Ministry of Health Management information System, tools, standards, processes and requirements.
