Organizational Background
Founded in 1933, the International Rescue Committee (www.rescue.org) is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 40 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.
The IRC began programming in northern Uganda in 1998 in response to mass displacement and devastation wrought by rebel group, the Lord’s Resistance Army. In 2002, the IRC expanded to the remote, conflict-affected region of Karamoja and in 2011, began working with refugees in Kampala and Kiryandongo settlement. Monitoring the influx of South Sudanese refugees at the end of 2015, the IRC began scaling up its response to refugees arriving in the West Nile region. By promoting durable solutions that deliver on the interdependent aims of saving lives, strengthening institutions, and supporting social cohesion, the IRC in Uganda is laying the building blocks for long-term stability and development –bringing people from harm to home. The IRC currently works in 7 districts in Uganda, including Kitgum, Lamwo, Moroto, Amudat, Yumbe, Arua and Kampala.
The IRC is currently in the process of expanding its programming to Southwestern Uganda – Nakivale, Oruchinga and Kyaka refugee settlements, to continue to provide life-saving services to conflict-affected and displaced refugee and host community.
Job Overview
Reporting to the ERD Manager, the ERD officer will be responsible in the implementation coordination of ERD activities in zone 2 of the IRC Bidibidi Office.
The ERD Officer will be responsible for all ERD related projects and interventions designed to improve economic wellbeing and livelihood opportunities of refugees and host communities of the registered caregivers . S/he will provide zonal leadership and technical support to the ERD assistant and community-based trainers (CBT). S/he will work in collaboration with LABE to ensure ECD and ERD activities at home learning centers HLC and Early Childhood Development centers and manage the components of ERD’s food security, enterprise and business development including skilling’s, Village savings and Loans (VSLAs) cash transfers, environment, energy and general livelihoods. The ERD officer will collaborate with other program staff (WPE. ProL, Health) to ensure collaboration in project implementation and will work closely with the ERD officers, assistants, volunteers and partner organization to implement program activities. S/he will also ensure quality program data collection and analysis and will play a key role in the process of reporting on the impact of the ERD program to donors. The ERD Manager will conduct frequent visits to field operations to assess the quality of the program, ensure understanding and compliance with donor requirements and provide guidance and coaching to staff.
Roles and Responsibilities
Project Implementation and sustainability
•Ensure high-quality implementation, in close collaboration with the Field-based team and sector head and consistency in protocols, information and reporting systems Lead efforts at project location to conduct project interventions activities (livelihood/ Cash), document results and provide feedback to stakeholders to guide decision- making.
•Provide leadership at project location/ zonal level on Livelihood/Cash activities to ensure project technical integrity to achieve project/program goal and corresponding objectives and targets.
•Take Leadership in the identification, registration, and selection of Project beneficiaries according to defined selection criteria at a designated zone.
•Promote the use of modern farming practice and techniques through training, advising farmers, farm visits and demonstrations to improve household nutrition through promoting vegetable production using backyard gardening and transform targeted families from subsistence to commercial farmers in line with GoU policy.
•Take lead in guiding clients on enterprise selection and development; build their capacity in life skills, financial literacy etc.
•Link farmer and business clients to formal and or informal microfinance to enable them access and keep their cash and other financial benefits.
•Mobilize and facilitate the engagements of stakeholders during planning and development meetings, workshops, and other fora.
• Ensure integration of ECD and ERD during implementation. Emphasis on ECD and home learning centers learning and meeting points for caregivers.
•Report on the project progress as scheduled.
Community engagement and advocacy
•Take overall lead in the coordination of field livelihood level activities.
•Develop farmer’s capacity to improve production and productivity of cages and ponds of desired quality by the market through demonstrations to farmers.
•Mobilize and facilitate the engagements of stakeholders during planning and development meetings, workshops, and other fora.
•Coordinate partners in implementation of agreed action plans.
•Ensure integration of project with other sectors like WPE, PROL ,Health etc and governments related activities.
Collaborate with communities for increased income and food security, ultimately improving children’s health, education, and nutritional outcomes.
Stakeholders Engagement, Networking and Collaboration
•Engagement with key stakeholders for influence, learning and resource development.
•Actively represent IRC in key inter-agency fora.
•Engage and build relationships with key partners and government counterparts.
•Work with the ERD Manager to identify partners who will support the implementation of the project within the Yumbe Program.
Network and collaborate with District Local Government, OPM, UNHCR and other relevant stakeholders in the Program Area.
Documentation, Reporting and knowledge management
•Document and maintain records pertaining to activity, training, production activities forward issues to management for decisions and appropriate action in line with IRC policies.
•Write up accurate and timely reports relating to all planned activities in the required format and submit to the ERD Manager.
•Collect relevant data during project implementation and provide regular reports to the Cash Distribution (Field) Officer,
•Profile all clients information regarding support granted specifying detailed quantity received.
•Participate in the collection of data, during assessments and post-distribution surveys as and when required,
•Refugee children are members of farmer business groups/cooperatives and are accessing business developments services.
Participate in monthly / quarterly reflection meetings with KW program team (LABE& IRC), Advocacy champions, community dialogues etc.
Safeguarding
• Monitor the wellbeing and child abuse cases and report any incidents in line with child protection policy and guidelines.
• Work with local leaders to protect children from child violations and abuses.
Sensitize children including most vulnerable, guardians/parents and other stakeholders about children’s rights and responsibilities.
Qualifications
•Minimum of Degree in agriculture, agribusiness.
•At least 2 years of experience in similar position.
•Experience of the local context of West Nile is an added advantage.
•Outstanding knowledge of facilitation/training skills and process skills
•Writing and reporting skills
•Networking and influencing skills.
•Ability to communicate in applicable local language(s) is and added advantage.
•Passion for children.
•Track record demonstrating high integrity, reliability and dependable.
•Ability to work with minimal supervision and being strong team player..
•Valid motorcycle riding license.
•Experience in Cash transfer interventions , Entrepreneurship, and strong agribusiness skills.
