The Government of Uganda represented by the National Information Technology Authority Uganda (NITA-U) has received financing from the World Bank toward the cost of the Uganda Digital Acceleration Project-Government Network (UDAP-GOVNET) and intends to apply part of the proceeds toward payments under the contract for The Design, Supply and Installation of MAN Center Infrastructure and Facilities Upgrade
National Information Technology Authority-Uganda (NITA-U) now invites sealed Proposals from eligible Proposers with experience and capacity in Designing, implementing, Developing, Upgrading and Management of Smart Data Center Infrastructure Solutions in any highly critical institutions with related computing needs with at least three (3) similar assignments for the Design, Supply and Installation of Metropolitan Area Network (MAN) Center Infrastructure and Facilities Upgrade in a period of Seven (7) Months in a newly allocated space within Statistics House Building
The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s Procurement Regulations for IPF Borrowers July 2016, Revised September 2023, and is open to all eligible Proposers as defined in the Procurement Regulations
Interested eligible Proposers may obtain further information from National Information Technology Authority-Uganda and inspect the request for proposals document during office hours 0800 to 1700 hours at the address given below
A pre-proposal site visit followed by a pre-proposal meeting on the same date and place, which potential bidders may attend, will be held on 05 March, 2024 at NITA-U Network Operations Center (NOC) Boardroom 3 Floor, Plot 9 Colville Street, Statistics House 10:00am for the site visit and 11:00am for the meeting with an Online Vinual Meeting using zoom-A link will be shared with all registered proposers prior to the date of the meeting. The proposers who wish to attend the meeting shall register and submit their official email addresses not later than one (1) day to the date of the meeting to udap@nita.go.ug
The request for proposals document in English may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Uganda Shillings 200,000 (Two Hundred Thousand Only) or equivalent in a freely convertible currency. The method of payment will be the Electronic Funds Transfer (EFT) Bank account number 006550058000001, Customer name: National Information Technology Authority Uganda (NITA-U), Account title: NITAU Local Revenue Expenditure Account, Bank Name: Bank of Uganda Swift Code: UGBAUGKA. A PDF bidding document shall be sent to the potential bidder electronically upon receipt of confirmation of payment
Proposals must be delivered to the address below on or before 05″ April, 2024 at 11:00am. Electronic procurement will not be permitted Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL, and the inner envelopes marked TECHNICAL PART wil be pubidy opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on 1 Floor Boardroom, 11:05am, 05 April, 2024. All envelopes marked “FINANCIAL PART® shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening
All Proposals must be accompanied by a Proposal Security of Uganda Shillings; Two Hundred and Seventy Million Only (270,000,000) or equivalent amount in a freely convertible currency. The Proposal Security shall be valid in accordance with Section-Proposal Data Sheet (PDS); ITP 20.1
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure For as included in the request for proposal document
