The Need
For 25 years, IJM has pioneered the work to protect vulnerable people from violence. As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking a Coordinator, Investigations & Law Enforcement Development (ILED) to join IJM Uganda’s violence against women and children (VAWC) programme. The Coordinator, ILED will work alongside a multidisciplinary team of social workers, lawyers and other professionals to support investigations in cases of intimate partner violence and sexual violence against children. The Coordinator, ILED will collaborate with the Uganda Police Force to support capacity development and strengthen an effective criminal justice response in cases of intimate partner violence and sexual violence against children. The Coordinator, ILED will promote a multi-disciplinary response to VAWC investigations and work in close collaboration with police investigators, prosecutors, probation & social welfare officers, and healthcare workers.

This position is based in FortPortal, Uganda and reports to the Manager, Investigations and Law Enforcement Development.

Responsibilities:
• Work closely with stakeholders to strengthen the medico-legal response to sexual violence against children and intimate partner violence by building linkages among justice, police, and health workers on forensic evidence collection, trauma-informed handling of witnesses and preparation for court hearings.
• Convene and provide leadership in multi-disciplinary meetings with a variety of government and non-government stakeholders and support inter-institutional dialogue and coordination on cases of VAWC.
• Promote a multi-disciplinary coordinated community response (CCR) to cases of VAWC.
• Develop and maintain close working relationships with project stakeholders to ensure effective case management and seamless provision of services to women and children and other victims of sexual violence.
• Provide support and coaching to investigative agencies to ensure the effective investigation and prosecution of VAWC cases.
• Model internationally accepted best investigative practices in the justice system strengthening efforts with law enforcement.
• Develop and deliver high-quality, professional training curriculum to multi-disciplinary stakeholders.
• Conduct gap analysis to identify law enforcement, prosecution, and healthcare worker training needs.
• Support training programs with the police, judiciary, medical and probation and social welfare actors on case management/conferencing, including ethical and safety considerations for VAWC survivors.
• Collaborate with and support law enforcement officers in investigating allegations of VAWC.
• Build effective, trusting case management partnerships with the public justice system actors and other stakeholders.
• Demonstrate trauma-informed and child-friendly approaches in VAWC cases; and coach/guide all stakeholders on incorporation of trauma-informed approaches into their service delivery.
• Collaborate with national and regional IJM staff to develop and implement sound investigative plans and program investigations accordingly.
• Enter, update and track cases of VAWC data in IJM’s case management tracking system.
• Work with the internal team members and or Monitoring Evaluation, Research and Learning team to monitor and evaluate project, including monitoring and reporting any project targets, results, and outputs.
• Participate in IJM programs of professionalism and Christian spiritual formation.
• Ensure strict adherence to IJM operational, finance, programme and human resources policies.

Requirements:
• A bachelor’s degree or equivalent in relevant field such as criminology, criminal justice, social work, international relations and psychology or equivalent skills and work.
• A minimum of five (5) years’ work experience conducting sexual gender-based violence investigations with the Uganda Police Force Directorate of Criminal Investigation or other government or non-governmental agencies with investigative responsibilities.
• Demonstrable experience and technical knowledge working with/interviewing children.
• Experience planning, conducting, and coordinating investigations.
• Unarmed self-defense training preferred.
• Demonstrable experience and technical knowledge in forensics and investigative forensic techniques.
• Excellent writing, documentation and reporting skills, including the ability to maintain digital records and generate high-quality reports on all casework interventions, stakeholder interactions, etc.
• Possess a valid certificate of good conduct.
• Possess a valid driver’s license (at least 4 years’) with no incidents and experience driving both manual and automatic vehicles in rough terrain.
• Fluency in English language both written and oral communication is mandatory. Working knowledge of the local language is required.
• Excellent computer literacy with proficiency in MS Word, Outlook, Power Point, Excel, and case management computer-based systems.
