PATH’s consultant agreement policy and procedures are intended to enable PATH to contract with contractors and independent contractors in a manner that complies with relevant laws, donor requirements and guidelines, and PATH values. Consultants are independent contractors, not employees, who are engaged to independently provide services based on professional knowledge, skills, or technical expertise.
PATH Uganda is seeking an experienced candidate to fill the position for consultancy as part of PATH’s technical assistance to the Ministry of health UNEPI and National Malaria control program. The qualified consultant will develop a comprehensive gap analysis and resource mobilization strategy that will take into account the current global donor landscape, explore new funding modalities, to increase the long-term sustainable funding of the malaria vaccine introduction and scale up in Uganda.

Consultancy objectives:
• Quantify the additional resources needed for the malaria vaccine introduction and scale up.
• Identify and quantify the human resource required for the malaria vaccine introduction and scaleup.
• Summarize the cost of resources covered by Gavi and partners and identify the gap that may be detrimental to a successful introduction of malaria vaccine in Uganda.

Scope of the assignment:
The assignment will cover the following aspects
• Review the MOH UNEPI and NMCP current malaria vaccine strategic and work plan and funding model to better understand the needs for resource mobilization.
• Map the UNEPI malaria vaccine activities and timeframe (technical and supportive activities) to identify the contribution of all partners and the funding gaps.
• Using the Gavi guidance and available resources, identify the national need in terms of key resources, human, etc and translate this into the cost.
• Evaluate the planned allocation of Gavi new vaccine introduction grant (VIG) and MoH/Government resources targeted to support the malaria vaccine available to the EPI and malaria program as part of the gap analysis.
• Conduct a comprehensive analysis of potential donors including private sector organizations worldwide with malaria vaccine interest and assess the feasibility of securing multiyear funding.
• Recommend strategies to develop and maintain strategic partnerships and engagement with key donors.
• Develop a plan to engage new donors (traditional and non-traditional) for the malaria vaccine scale up plan.
• Coordinate the dissemination meeting including preparing the presentation of the findings

Approach and methodology for the assignment. Approach:
This section provides high-level guidance on generating the gap analysis. The approach and methodology must be refined and finalized during the inception phase in close collaboration with the consultant:
Perspective: A provider perspective will be used to estimate the total cost of Malaria vaccines program. Societal costs, including out of pocket patient costs, will not be included. Providers include government and non-governmental service providers and must be accommodated in the estimates irrespective of the source of funds.
Methodology

The following main activities must be provided for in the methodology:
• The methodology of participatory Malaria programmatic gap analysis is chosen for its in- depth focus on self-assessment and participants’ full involvement in self-reflection, for effective discussion, analysis, and planning.
• A participatory and consultative approach shall include a desk review and consultations or focus group conversations with the TWGs, committee members, key stakeholders, and partners.
• Review guidelines and conduct key informant interviews to define the package of services for Malaria vaccination programmes based on the guidelines and build assumptions for who (which provider) and how (modality) and where (location) these services will be delivered.
• Validate the assumptions and service packages with the TWGs which includes Malaria prone sites and coverage targets for the costing period.

Data Sources:
Possible data sources include the Ministry of Health, UN Agencies, USAID/PMI, US-CDC, Africa CDC Development Partners, the Accademia, the World Bank, and other Global Health Initiatives: program reports, Evaluations reports among others.

Key Deliverables
• Inception report with a refined and detailed workplan indicating, timelines for main activities and key milestones
• Gap analysis report focusing on the methods, results, and implications for resource mobilization.
• An annex that maps donor interests and plan to engage new donors for the Malaria vaccine in Uganda.
• Coordinate the dissemination of the findings

Required education, experience, and competencies.
• Advanced university degree in public health, development, Planning, Business Administration, or a related field.
• At least ten years global experience in the development sector and proven experience and success in developing business models and mobilizing funds for civil society and international non-governmental organizations.
• Excellent knowledge of key donors focused on LMICs.
• Experience of working in multicultural contexts.
• Strong analytical, strategic thinking and planning skills and ability to work under tight deadlines.
• Proficiency in English.

Time period: The estimated period for this exercise would be between 25 days. Reporting: Estimates must be reported to the focal point persons including PM UNEPI, and PATH.
