CALL FOR PROPOSALS FOR INTERNAL AUDIT SERVICES
The International Food Policy Research Institute (IFPRI) provides research-based policy solutions to sustainability, reduce poverty and end hunger and malnutrition in developing countries. Established in 1975, IFPRI currently has more than 600 employees working in over 60 countries and works with a wide range of partners. IFPRI is a member of the CGIAR system, and it is headquartered in Washington, DC, USA. In Uganda, IFPRI works in close collaboration with the Goverment of Uganda and other research and development partners. IFPRI is located at Plot 15 East Naguru Road, Naguru, Kampala and it has had a presence in Uganda for over 20 years working on food policy and environmental research, aimed at sustainable solutions for ending hunger and poverty plus promoting sustainable environmental management.
IFPRI policies require that annual audits be conducted for its Uganda office operations. IFPRI-Kampala is seeking to hire the services of eligible reputable Audit firms to conduct Internal Audit Services for the Kampala office.

Objectives of the assignment
• To examine, evaluate and report on the adequacy of IFPRI’s internal control systems.
• Ensure compliance with statutory requirements, IFPRI internal policies and International Financial Reporting Standards
• Review IFPRI’s risk position and the mitigation procedures.
• Review the administration and use of resources and the entire country office operations and management systems.
• Perform annual internal audit services and prepare and submit sound audit reports for the Kampala office in accordance with the set standards of Auditing.

Scope of Work:
The scope involves but is not limited to:
* Determine the accuracy and propriety of financial
transactions.
• Evaluate, consult, and advise on financial and operational processes, controls, related risks, and exposures.
• Advice and guide on control and risk aspects of policies, systems, processes, and procedures.
• Verify the existence of assets and determine whether proper safeguards are maintained.
• Determine the level of compliance with the organization’s policies and procedures.
• Evaluate the accuracy, effectiveness, and efficiency of the organization’s electronic information system.

Expected Outputs:
Management letter with audit findings that the auditors deem necessary for management attention and action.
Interested firms are required to submit the following: 1. The firm’s profile clearly indicating evidence of similar work in a related environment.
2. Evidence of registration by the ICPAU, Trading license and other certificates clearly indicating compliancy with existing laws.
3. Names of authorized representatives (key staff) of the firm plus their respective experience, qualifications and they must hold current practicing certificates.
4. At least 3 client references for the provision of similar services.
5. Demonstrated experience of the firm in relation to
conducting audits of research and development donor funded operations.
6. A proposal indicating both the technical and financial aspects.
