ORGANIZATIONAL DESCRIPTION:
AVSI is an international NGO with headquarters in Italy, which has been active in Uganda since 1984. AVSI is a prominent provider of development and humanitarian assistance around the world and brings strong management and innovative strategies to programs in various sectors including; Health including disability and mental health, Food Security and Nutrition, Education including early childhood care and development, Protection including child protection, Livelihoods, Energy and Environment.

PROGRAMME BACKGROUND:
AVSI Foundation with Financial Support from the Embassy of Ireland is implementing the Vocational Education and Skilling Programme (VESP), 2023 – 2027 in Karamoja with the aim of increasing gainful employment of youth in Karamoja. This programme builds on the first phase achievements of the Support to Skilling Uganda (SSU) project in Karamoja 2016-2020 as well as the 2021-2022 bridging programme.

Specifically, the programme will strive to increase youth opportunities for employment; improve capacity of skilling and employment entities (VTIs, CSOs and Private sector) and contribute to supportive legal and policy environment for youth skilling and employment. The programme will target youth from the entire Karamoja region with specific focus on Moroto, Nakapiripiriti and Kotido Districts.

JOB PURPOSE:
AVSI is seeking to recruit suitably qualified personnel for the position of Market Systems Development Officer to be responsible for planning, implementation and monitoring of market system development activities in coordination with MSD Advisor within the Karamoja region. Support private sector actors to design, test, and deliver a wide range of appropriate services that increase youth employment and selfemployment within the agricultural market system. Assist in developing capacity building materials for business, technical and financial capacities as well as participate in capacity building sessions.

SPECIFIC DUTIES AND RESPONSIBILITIES:
• Developing partnerships with private sector actors to design, test, and deliver a wide range of appropriate services that increase youth employment and selfemployment
• Assist in developing capacity building materials for business, technical and financial capacities as well as participate in capacity building sessions.
• Help execute related field activities to ensure that the programme results are achieved to the highest standard, and that project deliverables are completed as planned.
• Mobilize targeted youth to fully participate in the programme for sustainability.
• Establish and maintain good coordination and working relationships with subcounty and district leaders and local government departments, representing AVSI in coordination meetings and soliciting their participation in all activities
where appropriate and as directed by the line manager;
• Ensure close coordination and sharing of information with relevant stakeholders such as local government departments, NGO’s and local
authorities, as appropriate and advised by the line manager;
• Participate in the planning of learning and review meetings that bring private and public sector entities together to collectively review and discuss technology developments and innovation and to examine private sector approaches to household and community challenges that can be incubated through public sector incentives.
• Mentorship and coaching of partner staff involved in field level implementation in Market System Development to ensure all program activities are in line with market System Development approaches and principles / private sector models.

JOB REQUIREMENTS:
• The ideal candidate must hold a Degree in Marketing, Economics, Social Sciences, SWSA or related field.
• Relevant work experience in Education, and Livelihoods program implementation and working in a district setting
• A minimum of five years of experience working in NGO.
• Must be willing to reside in the respective districts.
• Knowledge of the local language will be of an added advantage
• Excellent command computer skills in Microsoft Word, Excel, and Power Point
• Proven past experience and ability to engage with stakeholders mainly local government, OPM, UNHCR, Education service providers and CSOs is much desired
