The Opportunity
Abt Associates seeks a Finance and Operations Director for the anticipated five-year USAID-funded Strengthening Local Health Systems Activity in Uganda. The project aims to strengthen various aspects of Uganda’s health system, including health care financing (HCF), human resources for health (HRH), health management information systems (HMIS) and community health systems. The Finance and Operations Director will oversee day-to-day operations and financial management of the project including the project’s finances, human resources, logistics, procurement, subawards management, administrative duties, and overall compliance with Abt policies and USAID rules and regulations. The role will play a key role in supporting the Chief of Party to effectively achieve the results defined in the program within budget and on time. The position will be based in Kampala, Uganda and is contingent upon project award to Abt Associates.

Core Responsibilities
• Provide leadership and support during project start-up and close-out, including project office set up, operations and logistics, and other administrative tasks.
• Monitor effective oversight and support to recipients of subawards to ensure consistent compliance with the terms of their agreements including financial management and compliance with donor regulations.
• Provide training and orientation to project personnel and mentorship and capacity strengthening to local subaward recipients on project policies and procedures as well as building skill-levels in the areas of finance, accounting, budget oversight, subaward compliance, reporting, project management and more.
• Implement fraud mitigation and pro-compliance practices and ensure systems and processes are implemented effectively to support implementation of the award.
• Ensure that all financial information is consolidated on time and provided to the COP as appropriate for analysis and dissemination to inform programmatic and management decisions.
• Ensure appropriate systems and cost effective, timely procedures such as cash management, vendor payments, and budgeting are in place to properly disburse, account, budget and report project funds and have the proper internal controls.
• Budgeting, managing, and tracking of invoices and purchase orders, logistics management, and planning and tracking related to task order execution.
• Provide the management team with monthly financial reports including overall activity budget status (budget tracker), work plan budgets’ status and ensuring potential issues are identified and addressed.
• Work with project leadership on project work plans, timelines, and logistics.
• Support the tracking of staff and activity timelines and their completion.
• Work with project team on developing purchase orders for consultants and equipment, tracking invoices, and ensuring that all cost-related documents from outside the organization are managed.
• Collaborate with project leadership to identify resources that help the program meet its goals, deliverables, and milestones. Monitor financial performance and progress toward objectives.
• Directly supervise the other finance and operations project personnel.
• Notify project leadership of potential and impending delays, serving as the point of contact for project personnel traveling in-country in the event of resource needs or emergencies.
• Monitor expenses against the program budget, and provide precise, detailed, reports during project start up and throughout implementation and close-out.
• Liaise with Abt internal support functions (e.g., contracts and subcontracts) to ensure smooth flow of roles and responsibilities.
• Advise project staff on donor requirements; provide training on financial management, recordkeeping operational systems, and policies as needed.
• Manage all aspects of procurement, from planning to purchasing, in compliance with Abt’s policies and standards.
• Advise and communicate with the COP and the Headquarters Project Finance team on project financial status, availability of funds for project activities, and other financial and compliance related matters

What We Value
• Master’s degree in business, finance, accounting, commerce, international relations, or related field
• 10 + years of relevant technical experience managing regulatory, contractual, legal and financial compliance requirements associated with USG funding including in-depth knowledge of USAID financial management rules and regulations experience.
• 5 + years of experience as lead or deputy lead for finance and operations on a USAID-funded project of similar size and scope.
• 5 + years of demonstrated knowledge of USAID’ operating environment, policies, rules and regulations.
• Experience in subcontract management is highly preferred.
• Experience working in Uganda preferred.
• Excellent computer skills, particularly Microsoft Office applications, accounting software such as QuickBooks and internet skills.
• Advanced communication and writing skills in English.
