Brief Description of the Scope of Work
The scope of work for the Power Stabilisation Solution involves engineering and supply of the high voltage electrical equipment system to stabilize power connection from / to the grid for Lake Albert development projects. The scope is therefore intended for companies capable of conducting both engineering studies and manufacturing of such high voltage electrical equipment. The scope will be conducted in three phases:
- Phase 1: Conceptual Study by one or more selected vendor(s) to demonstrate the technical feasibility of the proposed solutions including, but not limited to: power studies (load flow, short circuit, dynamic and harmonic analysis), equipment list and data sheets, communication and control architecture, costs and planning.
- Phase 2: FEED study and Call for Tender with one or more selected vendor(s) for the purchase order of the power stabilisation solution developed by selected vendor(s). Deliverable will be binding technical engineering design dossier and commercial offers.
- Phase 3: Detailed design, manufacturing, delivery and assistance for commissioning by the vendor awarded for the power stabilisation solution.
Minimum Requirements:
Companies expressing their interest are invited to document their request with:
A. Description of experience, performance, and capacity in delivering the service for high voltage (66kV) equipment for grid power supply stabilisation (at least 35MW capacity) in compliance with national and international standards.
B. Details of similar projects undertaken with evidence of available qualified personnel and experience in the East African region.
C. Proof of financial capacity to deliver the services required including submission of the last financial report.
D. Proof of a QHSE management system in compliance with local legislation and industry standards for similar works with ISO 9001, ISO 14001, and OHSAS 18001 certifications.
E. Proof of anti-corruption, anti-bribery, compliance and human rights policies.
Note: Pre-qualified companies will also have to demonstrate compliance with the following additional items, as part of Phase 2, in order to submit a valid commercial offer:

- Proof of registration on the National Supplier Database (NSD) managed by the Petroleum Authority of Uganda.
- Proof of registration with the Uganda Revenue Authority (URA) and Tax Clearance Certificate for the latest year available.
- Compliance with the Petroleum Upstream National Content Regulations, 2016.

Note: Only companies pre-qualified by TotalEnergies EP Uganda for this EOI will participate in first phase (Phase 1) and will receive invitation to submit bids during the second phase (Phase 2) for the Call for Tender.
