INVITATION TO TENDER FOR THE CONSTRUCTION OF NORTHERN UMBRELLA OF WATER AND SANITATION COORDINATION OFFICES AT BASECAMP IN BIDIBIDI REFUGEE SETTLEMENT AND HOST COMMUNITIES TENDER REFERENCE NO: 83452818 NAME OF PROJECT: WATSSUP
Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing its project Water and Sanitation for Refugees and Host Communities in Northern Uganda (WatSSUP) Programme on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) GIZ Uganda through WarSSUP project invites bids from competent and eligible firms for construction measures below,
83452818-Construction of Northern Umbrella of Water and Sanitation coordination offices at basecamp in Bidibidi refugee settlement and host communities
The tender procedure from the publication of Invitation to Bid until the signing of the contract is expected to take place from November 2023 until February 2024. Construction work is expected to be performed and completed approximately 4 months from the signing of the contract.

Accordingly, GIZ invites interested and qualified Construction/Engineering companies to express their interest by furnishing GIZ Uganda Country Office with the following mandatory requirements:
a) An official letter expressing interest
Notarised powers of attomey
Bid validity up to 120 working days. Certificate of incorporation/registration, tax registration, tax clearance, powers of attomey and valid trading Licence. Provide evidence of contract and nomination of consortium leader in case there is a consortium agreement to fulfil the tender package.
Company profile including number of employees (permanenttemporary in total with minimum 05 no permanent staff, (brief) profile of key management staff and kay professional staff qualified to perform the works, list of projects of a similar nature which were implemented by the company (including a brief description of the projects, name of clients and contract value) in the last three years and company organogram Structure showing internal staff
List 3 (three) construction/ building projects of a similar nature in the last 5 years at the cost of minimum UGX 300 million each which were completed by the company (including a brief description of the projects, name of clients and contract value)
Experiences in 3 (three) similar construction projects in the technical area of construction of buildings in refugee hosting area in the last 5 years at cost of a minimum of UGX 200 million each which were completed by the company (including a brief description of the projects, name of clients and contract value).

Annual total turnover for each of the last three (3) years (2020 2021 2022) of over UGX 300 million minimum, and provide copies of financial and tax reports of these last 3 years (ind, balance sheet, income statement, cash-flow statement, and tax reports and tax payment evidence). For the consortium/Joint venture, the annual turnover will be calculated for the total annual turnover of the consortium/joint venture.

Evidence of ownership of minimum construction machinery and equipment (including 250tr concrete mixer, 7ton tipper truck, 25-ton compaction roller, concrete vibrator c/w poker, Surveying Equipment) and evidence of leasing or ownership of a backhoe loader and compressor Summary of Certified Audited Accounts for 2022, 2021 and 2020 Not on any sanction list including PPDA blacklist
Provide evidence that the Company has been in business for the last 5 years.
Please note: If previously or currently engaged on a GIZ project a due diligence check with a particular programme(s) will be undertaken to verify Company’s positive performance in quality and completion time.

Request for clarifications on this Expression of Interest and condition of the tender.

All requests for clarifications to this tendering process shall be in writing and should be addressed to GIZ Uganda via email to Procurement-giz- uganda@giz.de at least 5days prior to the bid submission deadline. Please indicate in the subject tender reference number “83452818- Construction of coordination offices at basecamp in Bidibidi refugee settlement and host communities”
Bids/ Offers Submission Deadline date and time red bidders should submit their bids/offers electronically by 24 tender reference “83452818- Construction of coordination offices at November 2023, 4.00pm (EAT) to UG Quotation@giz.de indicating the basecamp in Bidibidi refugee settlement and host communities”.
Failure to indicate the tender reference number in the subject may disqualify your offer directly as it may fail to be received in the tender box. Late submissions will not be accepted!
Bids submitted with GIZ staff or other GIZ emails in copy shall be rejected. Only bids submitted to UG Quotation@giz.de are acceptable.
You should have priced both BOQs in excel and PDF. Do not encrypt offers since they may be incompatible with GIZ software
One email should be used for submitting technical proposal offer and Financial Proposal Offer

Only file transfer https://filetransfer.giz.de/ for submission of documents exceeding the default mail size of 30 MB should be used or use two separate emails one submitting the eligibility and technical documents and second email submitting Financial Proposal Offer (Priced 800s). Please provide password for file transfer submission before the deadline and reference the tender number for which the password applies. Failure to provide the password will lead to automatic disqualification of your offer. Financial offer should strictly be in Uganda shillings currency.
Failure to follow the above instruction may lead your offer to be encrypted and rejected.
GIZ remains with full rights to cancel this process at any stage without informing providers and at no cost refund to the providers who participate in this tender process.
