The Strategic Information Technical Support (SITES) Activity is a seven-year project that was awarded by the United States Agency for International Development (USAID) to Social & Scientific Systems Inc. (SSS), a DLH company. The purpose of the SITES Activity is to facilitate, promote and enhance evidence-based programming and reporting in Uganda’s health system, particularly in areas of Family Health (MCH, FP, Nutrition, malaria, WASH, TB), HIV/AIDS as well as orphans and vulnerable children (OVC).
Overview
SITES is seeking for a highly skilled technical consultant to serve as HIV/AIDS Prevention Expert for an upcoming evaluation. This evaluation will provide the USAID/Uganda Office of Health and HIV with information on the implementation, performance, and achievement of intended results for the LPHS activities to inform course correction and adaptations for the remaining performance periods of the Activities. The evaluation will inform the design of future interventions and activities that will contribute to achieving and sustaining HIV epidemic control in Uganda.
Responsibilities
1. The HIV/AIDS Prevention Expert will serve as a technical expert and will contribute to the inception report, data collection tools, and interviews to be conducted.
2. The expert will also lead selected research assistants in one of the regional teams.
3. The expert will also be responsible for the relevant analysis, synthesis, and writing of the relevant thematic sections of the report and subsequent presentations.
Qualifications
1. Relevant qualifications in health or social sciences at master’s Level.
2. Five plus years of experience in designing, implementing, or advising HIV prevention programming in Sub-Saharan Africa, preferably in Eastern or Southern Africa.
3. Familiarity with Uganda’s HIV prevention programming landscape.
4. Demonstrated technical expertise in one or more areas: HTS, VMMC, DREAMS, PrEP, GBV/gender-sensitive programming, key populations programming.
5. Good understanding of strategies and indicators to measure HIV prevention progress; PEPFAR experience and experience assessing previous HIV interventions/activities preferred.
